Although the obligation to fill out the staffing table is not legally established, inspection bodies predominantly regard its absence as a violation of the law. To avoid misunderstandings, managers should not neglect this important primary document. If only because it is useful for businesses in many ways. Let's figure out which ones, and also briefly look at the rules for filling out the T-3 form.

Staffing table is a normative document, the correctness of filling out which is legally enshrined in the Resolution “On approval of unified forms of primary accounting documentation for accounting of labor and its payment” dated January 5, 2004.

The terms used in the Resolution are provided for by the Labor Code of the Russian Federation. Staff is the composition of employees of a given organization that is planned to be available for a certain period of time.

Therefore, the staffing table reflects the following points:

  • enterprise structure (hierarchical subordination of individual departments or horizontal interaction);
  • staffing (list of positions necessary for the normal functioning of the enterprise);
  • number of employees;
  • the amount of wages and bonuses to them.

Why do you need staffing?

Let's note some positive points:

  • the staffing table facilitates personnel analysis of the enterprise;
  • allows you to see a complete picture of employee remuneration;
  • recruitment or dismissal of employees is carried out in accordance with the staffing table;
  • controversial issues regarding reduction in the number of employees or refusal of employment are resolved in court;
  • the employment contract is drawn up on the basis of the staffing table (Labor Code of the Russian Federation, Article 15 and 57).

Form T-3: how to fill out?

How to fill out form T-3 correctly? The “cap” or top of the staffing table includes the following items:

  • name of the organization. Must exactly match the name specified in the constituent documents of the organization;
  • OKPO code;
  • document number. Each enterprise may use its own document numbering system. And staffing is no exception. The number may contain an alphanumeric designation or simply a numeric number;
  • date of compilation (not to be confused with the start date of validity - see the next paragraph);
  • validity period (usually a year for staffing);
  • date and number of the order putting the staffing table into effect.

The order of filling out the columns (the item number corresponds to the column number in the table of the T-3 form).


Columns 6 to 8 are filled in rubles or percentages. These columns contain data on all kinds of salary increases. The size of the allowance depends on many factors, for example:

  • certain (harmful) working conditions;
  • non-standard operating mode;
  • bonus and incentive systems at a specific enterprise;
  • norms established by the legislation of the Russian Federation.

Column 9 is calculated. The product of the data in column 4 and the sum of the data in columns 5 to 8 inclusive is entered into it.

The procedure for drawing up and approving form T-3

The qualification directory of positions assigns the responsibility for drawing up the staffing table to the labor economist. Due to the frequent absence of such a position at the enterprise, this document is sometimes drawn up by an employee of the HR department. At those enterprises where there are no personnel employees, the T-3 form is usually filled out by accounting employees or even the manager.

Regardless of who filled out and compiled the staffing table, it must be certified and signed by the chief accountant and the head of the enterprise.

The prepared document is approved by the head of the enterprise. To do this, it is necessary to issue an order. The order number is entered in a separate column of the T-3 form. This column is also the final column for the number of staffing units of the enterprise and the monthly payroll. The order indicates the date of entry into force of the staffing table.

Form T-3 is usually drawn up for a period of one year. However, in large enterprises this period may be less than a year. In addition, in order not to draw up the staffing table again during the year, the company has the right to make changes to the already drawn up document. Such changes are formalized by order of the manager. The order must indicate the rationale for the changes, for example, reorganization, reduction or expansion of production.

Staffing table- a regulatory organizational and administrative document of the organization, with the help of which the structure is drawn up, the staffing and number of the enterprise are approved, indicating the amount of wages depending on the position held.

The staffing table contains a list structural divisions, names of positions, specialties, professions indicating qualifications, as well as information on the number of staff units.

Staffing form

To draw up a staffing schedule legal entity or an individual, which is individual entrepreneur, a unified form N T-3 is provided (approved by Resolution of the State Statistics Committee of Russia dated 01/05/2004 N 1 “On approval of unified forms of primary accounting documentation for recording labor and its payment”).

This form is not mandatory for use, but is only advisory.

Who makes the staffing schedule?

The staffing table can be drawn up by any employee who is assigned such a function.

Such persons may be the head of the organization, the head of the personnel department,.

Information specified in the staffing table

The staffing table contains the following information:

    name of structural divisions;

    names of positions, specialties, professions;

    number of staff units;

    salary and (or) tariff rate;

    availability and size of the allowance;

    other information.

The procedure for entering information into the staffing table

Information is entered into the unified form N T-3 according to the following rules:

    the name of the organization is indicated in strict accordance with constituent documents;

    OKPO code contains an 8-digit identification code of an enterprise or organization. Information about it is contained in information letter state statistics body;

    "Document number". When initially compiled, the staffing table is assigned N 1, and subsequently continuous numbering is used;

    The date of compilation is indicated as current. It should be borne in mind that the date of preparation and the time from which the staffing table is put into effect may vary;

    in the line “For period” the period of validity of the staffing table is indicated, as well as the date of its entry into force;

    The details of the order for the main activity by which this document was approved are entered into the document approval stamp, and below it is indicated total quantity staffing units of an organization or enterprise.

In this case, the following fields are filled in:

    column 1 "Name of structural unit";

    Column 2 “Code” involves indicating the numbers of departments in an order that allows you to determine the subordination and structure of the entire organization;

    Column 3 "Position (specialty, profession), rank, class (category) of qualifications." Positions are indicated in nominative case no abbreviations;

    Column 4 “Number of staff units” indicates the number of staff units provided for in this organization, including incomplete ones;

    in column 5 "Tariff rate (salary), etc., rub." depending on the remuneration system adopted by the organization, it is necessary to pay either a fixed amount of remuneration for employees in rubles, or percentages or coefficients;

    columns 6, 7 and 8 "Additional allowances, rub." the employer can fill it out based on the wage system adopted in the organization, as well as the peculiarities of the organization of work or working hours;

    Column 9 “Total per month” can be filled out if the salary and bonuses are indicated only in rubles, without indicating percentages and coefficients. When the salary is set in rubles, and bonuses are set as a percentage of the salary, it seems difficult to calculate the total amount. In this case, a dash is placed in this column, and a link to the documents establishing them is indicated in the note;

    Column 10 provides for entering any information related to the staffing table, for example links to local regulations organizations that establish types of allowances and their amounts.

Who signs the staffing schedule?

The unified form N T-3 provides for the following signatures:

Head of HR department;

Chief accountant.

The staffing table may be signed by other employees.

In this case, additions are made to the form to include the signatures of other employees.

The staffing table may consist of several sheets. In this case, the staffing table should be stitched and numbered.

Persons signing it sign only on the last sheet in the corresponding line.

If it is necessary to sign each sheet, the form is supplemented with lines for signature.

It is not necessary to put a stamp on the staffing table.

Approval of staffing

The staffing table is approved by an order signed by the manager or an authorized person.

At the same time, the right to publish documents on approval of the staffing table must be enshrined in the constituent documents.

Timeframe for approval of staffing schedule

The law does not establish the number of staffing levels that an employer must have, nor specific deadlines or periods for changing it.

Thus, the employer can regulate this issue independently.

As a rule, if changes were made to the staffing table during the year (in the form of additions), then at the beginning calendar year taking into account these changes, a new staffing table is approved in order to make it easier to use in work.

The staffing table, as a personnel document, causes many large number questions. For example, how often it needs to be drawn up, how to correctly fill out the unified form and whether this normative act is mandatory. To clarify the situation, it is worth going into more detail on some issues.

Why do you need staffing at all?

Staffing table is a document necessary for the formation staffing structure and the size of the organization in full accordance with the Charter of the enterprise. This document contains a list of structural divisions of the organization, a list of positions, names of specialties and professions indicating qualifications, as well as data on the required number of certain staff units. To compile it, the unified form T-3 is used, which is approved by the Resolution of the State Statistics Committee of Russia.

From the employer's point of view, staffing fulfills a number of important functions and allows you to optimize and streamline the work of the institution as much as possible. Using a staffing table allows you to clearly see the entire structure of the organization with its divisions, record the number of staff units, control the number and quality of employees, monitor the wage system and the amount of allowances. And when vacancies arise, it greatly simplifies the selection of personnel.

Is the staffing table a mandatory document?

Interestingly, there is no clear answer to this question. On the one hand, the Labor Code addresses the issue of staffing, since this document concerns the labor function of an employee of an organization and the remuneration of personnel. And the employment contract states that the employee performs duties in accordance with the staffing schedule. There is a unified form of the staffing table, and this document is also mentioned in the Instructions for maintaining work books (entries in the work book are made taking into account the name of the position in accordance with the staffing table). This means that the organization must have a staffing table. But, on the other hand, not a single regulatory act directly states the employer’s obligation to introduce a staffing table. And yet, it is better to draw up this personnel document, since most inspection bodies consider it mandatory for any organization.

For example, tax authorities and Foundation social insurance always ask for staffing when carrying out on-site inspections. Using it, they verify the correctness of calculation of insurance premiums, collect information about the insurance experience of employees, and monitor the correctness of taxation. The fact that the staffing table is not a tax accounting document does not relieve the employer of the need to provide it during inspections at the request of third-party organizations. And its absence can be regarded as a violation of labor legislation, for which the organization is subject to a fine of 50,000 rubles. Of course, it can be challenged in court (especially since there is no direct indication in the law of the employer’s obligation to draw up a staffing table), but first you will have to pay it.

Frequency of drawing up staffing schedules

How often do you need to create a new staffing table? There is also no clear answer to this question. But in this situation, you should be guided by logic: since the staffing table is a planning document, then it is advisable to draw it up for one calendar year or six months. This will allow, if necessary, to regulate the number of personnel of the organization and its qualitative composition. But, at the same time, it is possible to approve the staffing table for several years (if the organization does not need to introduce new positions).

Who develops and approves the staffing schedule?

If the enterprise does not have a staffing table, but management decided to develop one, a reasonable question arises: who should do it? The legislation again does not give an unambiguous answer to this. Therefore, the manager can do this himself, determining the circle of responsible persons who will help him. It would be logical if these were HR employees, chief accountant, employees of the legal or economic planning department. And if the enterprise has a department for organizing labor and wages, you can entrust this work to them. Responsibilities for developing and drawing up the staffing table for 2014 may be reflected in the employee’s employment contract or his functional responsibilities.

Approval of the staffing table relates to the powers of the head of the organization or the person to whom these powers are transferred by order of the head. To approve the staffing table, the manager must sign a special order or instruction. The details of this document must be indicated in the field of the unified form T-3 “Approved by order of the organization dated “__”_______20__No__”. In this case, the date of approval and the date of entry into force of the staffing table may not coincide (the effective date is usually later).

How long is the staffing table kept?

Rosarkhiv establishes certain storage periods for standard management documents, according to which the staffing table of an institution must be stored for three years, starting from the year following the one in which the document became invalid. As for staffing arrangements, which will be discussed in the next section, they are stored for seventy-five years after new ones are compiled.

Staffing is a help in the work of the HR department

In some organizations, the HR department maintains a staffing table - a mobile version of the staffing table, which reflects all vacant positions, as well as all information on filling positions (full names of current employees, position status, etc.). The staffing arrangement gives necessary information about changes in personnel, contains personnel numbers of employees, information about the length of service and categories (minors, disabled people, pensioners with children under three years old, etc.) of employees.

When drawing up the staffing structure, the current staffing table is taken as a basis, to which the necessary columns are added. This document is not mandatory and the organization does not have to maintain it. But the staffing arrangement is a fairly convenient document, especially for large organizations, which allows you to optimize the work of personnel officers and clearly control the filling of vacant positions. Therefore, it is often used as an internal document.

Staffing table: rules for drawing up

Let's consider drawing up a staffing table based on the unified T-3 form. To receive a completed document, you just need to fill out the form, following the Instructions for filling out forms of primary accounting documentation.

"Cap". When filling out the “header”, you need to indicate the name of the organization in the “Name” field (this is done in accordance with the registration certificate), OKPO code, document number and date of preparation. In the field “Staffing table for the period...” you need to indicate only the date of entry into force of this document.

  • Column 1 “Name”. We indicate the name of the structural unit, workshop, representative office, branch, arranging the structural units according to the existing hierarchy.
  • Column 2 “Code”. We indicate the code of the structural unit assigned to it by the head of the organization.
  • Column 3. We indicate the position (specialty, profession), rank, class (category) of the employee’s qualifications in accordance with the All-Russian Classifier of Professions and Qualification guide managers and specialists. Here it should be taken into account that the position for which the employee is hired must sound identically both in the staffing table and in the employment contract, as well as in work book.
  • Column 4 “Number of staff units.” We indicate the number of staff positions for the relevant positions. If there are incomplete units, they should be indicated in fractions, for example, 2.75. And if there are vacant positions, they are also indicated.
  • Column 5 “Tariff rate”. We indicate the salary, tariff schedule, percentage of revenue, share of profit - it all depends on what kind of remuneration system operates in a particular organization. The main thing is to indicate the amount in ruble equivalent and remember that the salary (tariff rate) cannot be lower than the minimum wage.
  • Columns 6, 7, 8 “Allowances”. We indicate the provided incentive and compensation payments. These can be bonuses, additional payments, incentive payments, allowances, which can be established both by the legislation of the Russian Federation and by the employer. Such payments may be fixed amounts or percentage increases.
  • Column 9. Indicate the total amount in columns 5-8. That is, we sum up the salaries and all the required allowances and output general meaning in rubles. If the data is given as a percentage, we display the percentage.
  • Column 10 is for notes. If there are none, it is left blank.

After all the fields are filled in, you need to fill in the “Total” line. It summarizes all the indicators in vertical columns: it indicates how many staffing units are provided for in the schedule, the amount of salaries (tariff rates), allowances and the amount of the monthly wage fund.

The staffing table is signed by the head of the human resources department or an authorized person, as well as the chief accountant of the organization. You can put a stamp on the document, but it is not necessary.

Change of staffing

Even established staffing schedules have to be changed from time to time. The reason for such changes may be the need to introduce a new unit or division into the staff or, conversely, to reduce the existing staff. In addition, there may be a need to change salaries, tariff rates, as well as the need to rename positions or departments.

There are two options for making changes to the staffing table:

  • develop and approve a new staffing table;
  • make changes to the current staffing table.

In the first case, the staffing table is developed on the basis of the current one, but taking into account the necessary changes, and is put into effect from the beginning or middle of the calendar year. If there is an urgent need, then from the beginning of the new month.

As for making changes to the current document without canceling it, they are made in accordance with the order of the head “On changing the staffing table.” The order itself must indicate the basis for making changes to the staffing table (this could be reorganization, staff reduction, improving the structure of the organization, etc.), as well as indicate exactly what changes should be made.

In a large organization with a branched structure, it is better to indicate not only the positions that are affected by the change, but also the structural units where these positions are located. In this case, all changes in the staffing table must be brought to the attention of the enterprise’s employees, and also entered into the work books with reference to the basis (order or instruction).

Staff reduction: when to make changes?

A reduction in staff or number of employees is one of the grounds for making changes to the staffing table, since a reduction in the size of an organization involves the exclusion of individual staff units from the schedule, and a reduction in staff - positions. In this case, laid-off employees are subject to dismissal (unless they are expected to be transferred to another job).

Since when dismissal due to a reduction in the number or staff of employees, it is necessary to notify about the changes no later than two months in advance, the new staffing table can be put into effect only after this period. Although it can be drawn up in advance, the very presence of a new or changed staffing table, which has already been approved, will confirm the eligibility of dismissing employees. If the circumstances that led to the decision to make a reduction are eliminated, the employer has the right to change the staffing table again in the direction of increasing the number of employees.

Change of the unified form T-3

Resolution of the State Statistics Committee No. 20 of March 24, 1999 allows organizations to make changes to the unified forms of primary accounting documentation (this permission does not apply to accounting cash transactions). Therefore, if there is an urgent need, the organization can make its own changes to the finished form, but deleting existing details is not allowed. Changes may concern the expansion or narrowing of columns, the addition of lines or loose leaves. Necessary corrections can be made when producing forms based on a unified form.

The staffing table is one of the main documents designed to resolve personnel issues at an enterprise. It specifies vacancies and their number, the tariff rate for a particular specialty, and possible allowances. Only with the help of this paper can the owner or director of the enterprise enter into employment contracts or lay off employees.

Why do you need a staffing document?

Drawing up this document is mandatory, as it protects employees from unjustified dismissal (see also -), guarantees correct payment. In addition, without a schedule, it is impossible to carry out reductions in accordance with Art. 81 of the Labor Code of the Russian Federation and hire specialists and workers.

Based on this document, management makes the following decisions:

  • Signing a job application;
  • Removal of an employee from a position;
  • Amounts of wage payments;
  • Establishing the tariff rate of a particular employee.

Guided by the same document, the HR department:

  • Selects the necessary labor force;
  • Prepares necessary documents in the field of personnel;
  • Analyzes the qualitative composition of employees;
  • Makes proposals for reorganizing personnel;
  • Prepares the necessary documentation.

Lack of staffing is considered a violation of the Labor Code and is punishable by fines

Extracts from the personnel document may be required by the tax service, labor inspectorate, various funds - pension and social insurance, and even the Employment Center.

Who does the compilation?

Responsibility for compilation may be assigned to different departments depending on the structure of the enterprise. So, it can be composed:

  • Specialists from the HR department;
  • Accountant or chief accountant;
  • Economist;
  • Head of the enterprise.

Documents for scheduling

When drawing up a schedule, it is necessary to rely on a number of regulatory documents, which includes:

  • Classifiers of professions;
  • Labor Code of the Russian Federation;
  • Tariff schedule, approved by the state.

In addition, when drawing up the paper, it is recommended to take documentation form No. T-3 as a basis. True, this form of fixing the schedule is not mandatory for use and serves as a template or example on the basis of which each enterprise can create its own form for developing a schedule. It is worth noting that the form contains the basic details for filling out.

The document on the number of workers and their salaries is compiled independently by the enterprise and reflects all information about employees, except freelance ones.

If the established form does not suit the management of the enterprise, it can always be adapted to the requirements of the organization.

What is noted in the document?

The staffing table contains the following information:

  • Information about the personnel composition of the organization and the salary of each employee;
  • Enterprise structure - departments, branches, other subsections;
  • Positions in accordance with special classifications, including vacant positions and places for the disabled. The position specified in the document is recorded in the work book upon hiring;
  • Volume of staffing units for each vacancy. In the case of a vacancy that involves part-time work, the value 0.5 or 0.75 is recorded in the corresponding line;
  • Salary for each position. When filling out this line, you must remember the minimum wage. Using this document, additional payments are recorded - in percentage or monetary form. Such bonuses are often provided for length of service, length of service, heavy or hazardous conditions labor, prestige of the institution.

By creating schedules for the same positions with different levels wages, for each unit, a profession and qualification, and a tariff rate are prescribed.

The number of required specialists depends on the structure of the enterprise, previously established standards for staffing and service. This takes into account the volume of work at the enterprise.

The following data is indicated in the header of the staffing table or on the title page:

  • Organization name – the full name of the enterprise, if there is an abbreviated version, it is indicated in brackets immediately after the full name;
  • OKPO code – enterprise identification number. You can find it using the “All-Russian Classifier of Enterprises and Organizations”. Read more about the OKPO code;
  • Document number – assigned serial number schedules;
  • Date of compilation – indicate the day, month and year when the document was drawn up;
  • Approved . This line also requires space for the order number and date. Filled out after approval of the schedule;
  • For the period – this line indicates the effective date of the schedule and its expiration date;
  • Staff (units) – the total number of jobs displayed in the document.

The main part of the document is a table that states:

  • Section name – departments, branches, representative offices. Usually administrative departments come first, then departments and workshops;
  • Department code – number in the organization structure. At small enterprises it may not be filled;
  • Position and qualifications of the employee . To fill out this column, you can use the classifiers of professions OK 016-94, the classifier of occupations OK 010-93, and other classification directories;
  • Number of staff units ;

  • Total – the amount of salary with all allowances is indicated. Moreover, if all payments are indicated in rubles, then their total amount is calculated. Otherwise, a dash is placed, notes are indicated and regulations for allowances are listed;
  • Notes – deposit additional information and explanations.

Based on the entered data on salary and allowances, as well as the number of staff units, the organization’s salary budget is calculated. This amount is indicated on the staffing table. Below, under the finished schedule, the signatures of the heads of the enterprise, the personnel department and the accounting department are required. The finished document is not stamped.

Approval and validity periods

Often a new schedule is created at the beginning of the year. The finished document is approved by the manager using an order. After this, the number and date of the order are entered in the “Approved” line on the finished document.

Due to the fact that staffing is directly related to wages, it is best to introduce a new option at the beginning of the month.

The finished document is published in three copies. One is with the head of the enterprise, the second is in the personnel department, the third is in the accounting department.

Heads of structural units receive extracts from the staffing table.

The validity period of the document is not strictly standardized. Often the schedule is drawn up for a year, but in some cases it may be valid for several years or change after a couple of months due to the reorganization of the enterprise. Typically, the management of the enterprise itself sets the validity period of the schedule and indicates it on the document itself.

In some situations there may be a need for a valid document. Some of the most common reasons are:

  • Salary adjustment;
  • Changes in the list of vacant positions and part-time positions;
  • Job reductions;
  • Renaming subsections and positions.

There are two ways to change a current document:

  1. Create a new schedule;
  2. Issue a decree on making changes to an already prepared document.

The staffing table is a basic document on the basis of which hiring, layoffs are carried out, and the final salary is calculated. wages per month. State regulations determine the main list of documents, the presence of which is mandatory for every employer, regardless of the organizational and legal form. The list of these documents also includes the staffing table. Although there is no direct indication of this in the legislation, the staffing table is mentioned in several articles Labor Code RF, which indirectly confirms the need for its presence.

What is staffing

The staffing table is one of the fundamental documents of all organizations. It contains information about the structure of the enterprise, positions and number of staff units.

In those organizations where the remuneration system is limited only to salaries, this is the main document for calculating wages.

On what basis is it filled in?

If the organization has just started its activities and the staffing table is being drawn up for the first time, then it would be advisable to first think through the list of required positions and draw up a document regulating wages.

Responsible for compilation

The staffing table is drawn up by any employee assigned to it. As a rule, this is a personnel department employee or an accountant.

Familiarization with this document

Since the staffing table is not a local regulatory act of the organization (paragraph 7 of the letter of Rostrud dated May 15, 2014 N PG/4653-6-1), the employer is not obliged to familiarize employees with the staffing table.

Basic Requirements

The staffing table is in the list of unified forms, where it goes under the letter T-3. Most organizations use this form because it contains all the necessary fields and columns.

But the use of this form is not mandatory; it is only advisory, although there has been a lot of controversy about this. This issue was finally put to rest by the Letter of Rostrud dated January 23, 2013 N PG/409-6-1. It directly states that organizations have the right to develop their own forms of this document and use them, the main thing is to take into account the requirements of the law.

In particular in Art. 15, 57 of the Labor Code of the Russian Federation states that the employee’s labor function is determined in accordance with the position and profession indicated in the staffing table. That is, the names of the positions must be included in this document.

How to correctly fill out the staffing table for LLCs and individual entrepreneurs

Details

  • the full name of the organization must be indicated in full accordance with the constituent documents;
  • OKPO is an 8-digit organization code. These data are contained in the information letter of the statistical authorities, which should be available at every enterprise;
  • staffing number. There are no clear requirements here. You can use continuous numbering, you can start each year with the number 1 and indicate the year through a fraction, you can use any other numbering method.
  • date of compilation. The actual date of compilation is indicated; it may differ from the date of entry into force of the staffing table (for example, a staffing table drawn up in December of the current year comes into force on January 1 of the next year);
  • the period of validity of the staffing table is indicated, most often 1 year, and from what date it comes into force;
  • in the upper right corner the stamp “Approved” is placed and the details of the approval order and the implementation of the staffing table are indicated. As a rule, the organization’s seal is placed on top of the “Approved” stamp, although this is not enshrined in law.

Staffing form 2019

The form can be downloaded from any legal system, such as Consultant or Guarantor. As a rule, the format offered for download is Word or Excel; there is no fundamental difference here, but it is more convenient to maintain in a tabular form, since formulas can be entered into the appropriate cells and the document itself will calculate the number of staff units and the wage fund.

Procedure for filling out form T-3

Column 1 “Name of structural unit”

Structural divisions include branches, representative offices, workshops, departments, etc.

They usually start with senior management units, then accounting and financial services, production, and business services.

For example: board, finance and investment department, economic department, sales department, etc.

Column 2 “Division code”

Here, coding is assigned according to the same principle that is used in the first column and indicates the subordination of structural units. For example, the finance and property department is code 02; the accounting and economic departments subordinate to it will have code 02.1 and 02.2, respectively. This column is rarely filled in, mainly at very large enterprises. And it can be excluded from the document altogether.

Column 3 “Position (specialty, profession), rank, class (category) of qualifications”

Positions are entered in the nominative case and singular, in full, without abbreviations.

The employer has the right to determine the names of positions, except for those associated with difficult and harmful working conditions and receiving government benefits (early retirement). These positions must be entered in accordance with the qualification and tariff directory, or professional standards, which are currently still being developed.

Column 4 “Number of staff units”

The number of staff units for each position is indicated here; it can be either an integer or a fraction, for example 05 or 0.25 of the rate, this means that the amount of working time for such a position is reduced by two or four times.

Note: when indicating positions and staffing units, the employer has the right to indicate any number, regardless of the actual number of employees. That is, he can add 3 accountant units to the staffing table, but hire 2, and the 3rd unit can remain vacant for as long as desired.

The exception is a staff position that is allocated for a quota for people with disabilities. Its vacancy must be reported to the employment authorities.

Column 5 “Tariff rate (salary), etc., rub.”

It all depends on the remuneration systems adopted in the organization. This can include a salary, tariff rate, or various percentages and coefficients.

If it is not possible to enter specific numbers, then you can simply indicate the form of remuneration “piecework”, “chord”. But then in the following columns there should be a link to the Regulations on Remuneration or another document that describes the calculation of wages.

Columns 6,7,8 “Additional allowances, rub.”

Filled out in accordance with the Regulations on remuneration and other local regulatory documents. This is usually included:

  • bonus for night work;
  • cleaning of bathrooms;
  • northern allowances;
  • other additional payments and allowances.

In these lines, you can simply indicate the document in which all this is stated, especially if there are a lot of allowances. The only thing that is not indicated in these columns is the allowances that are accrued on the entire salary. For example, a bonus, which is paid in the amount of a certain percentage of all previously accrued amounts (salary or tariff rate plus allowances).

Column 9 “Total per month”

This column can be filled out only if in columns 5-10 the amounts are written in rubles and for the same period of time (rubles/day, rubles/hour), otherwise either a dash is entered or the amount of only the salary multiplied by the number of staff units.

Column 10 “Note”

Here a local regulatory act regulating wages may be indicated, the minimum wage if it is established (for example, piecework payment, and the note indicates: “not less than 10,000 rubles.”)

As mentioned above, the employer can exclude columns that are unnecessary to him.

Things to remember

When filling out column 5 of the staffing table, you need to remember that the so-called “fork” of remuneration cannot be entered in the staffing table. Since it is legally established that for equal work there is equal pay (Article 22 of the Labor Code of the Russian Federation).

That is, if there are 2 accountant positions in one department, then the salary or tariff rate should be the same. But you can set individual surcharges and allowances.

Who signs

Form T-3 requires two signatures under the staffing table: the HR department employee and the chief accountant. If some category is missing, then you can get by with one signature, or by an appropriate order for the organization to appoint other persons.

Terms and place of storage

The original staffing table is stored in the personnel department or in the accounting department, this is determined by the document flow of a particular organization. In any case, if the original is in the personnel department, then there should be a copy in the accounting department and vice versa.

Making changes

The legislation does not establish the validity period of the staffing table, so it may be the only one throughout the entire life of the enterprise, and all changes and additions will be formalized in separate orders to change the staffing table.

The employer himself makes the decision to change the data in the staffing table; in this case, he is not limited in the time and number of changes. Exceptions are cases provided for by law, for example, holding events. In this case, the deadline for making the change is established by the Labor Code.

The staffing table is one of the main documents of an enterprise of any form of ownership, containing important documents.
