Khamitova gulshat gafurovna birthday. Rustem Khamitov: photo, biography, daughter

It is difficult to overestimate the role of a woman in a man’s life. Especially if this man is vested with authority and is in plain sight all the time. Minister, for example. Or even the governor. Or even the president of an entire republic.

The always curious public needs to know: what does the wife of the first person do, is she pretty, how does she dress, and how well are they living? And if in Soviet times wives high-ranking officials weren’t featured much in the media, then the current halves modern politicians actively participate in public life, engage in charity work, establish more or less useful foundations, and accompany their official husbands everywhere. And those who are especially ambitious take the reins of power into their own hands, pushing their husbands into the background, as it seems to have happened in the Republic of Bashkortostan.

Modesty does not suit wives

Today it is difficult to track exactly when the media suddenly discovered that more and more often on official and social events the president himself Rustem Khamitov turns out to be something of a wedding general, while all the attention of journalists turns to his wife. In the photo, Gulshat Gafurovna is always in the center. It’s funny, but true: even at the ballot box during the election of the head of state, the wife of the Bashkir president poses for a photographer with a wide smile, and somewhere behind her in the distance Rustem Zakievich looms.

However, why lie? Modesty and tact, apparently, are no longer considered the main adornment of a woman. Least of all, Gulshat Khamitova resembles an eastern khanum, whose most important task is to provide her husband with a strong rear and good name, without sticking out from behind his shoulder. This is exactly what her predecessor Luiza Rakhimov was like: one could only guess about her role in the politics pursued by Murtaza Rakhimov, the first president of Bashkortostan, although there was a lot of gossip in her time. Louise kept in the shadow of her official husband, however, according to rumors, she provided her husband with great support in governing the republic. Like Gulshat, she influenced the appointment and dismissal of mayors, and took part in organizing major transactions in the economic sphere. However, neither then nor today can one blame her for putting her husband in an awkward position in front of the public with her actions. This is what is called a sense of tact. Which, apparently, the current first lady of Bashkiria is sorely lacking.

However, values tend to change over time. Among women's virtues, assertiveness, pragmatism and enterprise have long been listed as opposed to modesty, prudence and tact.

Rustem Khamitov with his wife /

Who arranges the shots in Bashkiria

Gulshat Gafurovna, who, according to journalists, is distinguished by her intelligence and intelligence, saw through this extremely quickly. The wife of the President of Bashkortostan, they say knowledgeable people, V short terms managed to completely take control of personnel issues in the republic.

For example, vice-mayor Alexander Filippov, at the suggestion of Khamitov’s wife, was appointed to manage the property of Ufa. They say that Gulshat pushed him into this place in order to shorten the agility of the ambitious Irek Yalalov, head of the administration of the Ufa city district.

There are plenty of other examples. Thus, the president’s wife does not ignore the healthcare sector. And this is generally understandable: Mrs. Khamitova is a functional diagnostics doctor by profession. And now, as chairman of the board of trustees charitable foundation“Markhamat” (translated from Bashkir as “mercy”), Khamitova is completely interested in having people loyal to her in the right positions in medicine.

That is why, according to rumors, the chief doctors of City Clinical Hospital No. 21 and City Clinical Hospital No. 22, Nazir Khafizov and Gafur Ishmukhametov, lost their positions. Because they collaborated not with the structure controlled by Gulshat Khamitova, but with another – with the Ural charitable foundation.

Well, the chairs of the hospital directors, before they had time to cool down, were immediately occupied by appointees of the president’s wife, Gulnara Mustafina and Irina Karamova. The first worked as a deputy director at the Republican Perinatal Center and - wow, what a coincidence! – is a close friend and trusted doctor of Gulshat Khamitova. The second headed the Republican Cardiac Center, and after she was transferred to work at Hospital No. 22, the position of the center’s head physician became vacant - oops, another coincidence! - for another friend of the president’s wife, Irina Nikolaeva. Need I say that both city clinical hospitals immediately interrupted cooperation with the Ural charitable foundation and focused on Markhamat?

Do they fear, does it mean they respect?

General Director of OJSC "Regional Fund", Chairman of the standing commission of the Ufa city district council on legal issues, protection of the rights and freedoms of citizens, Yuri Smirnov, with his promotion career ladder I am also obliged to the wife of Rustem Khamitov, who is interested in promoting people loyal to the president’s family to key positions.

Rumor has it that officials do not respect President Khamitov as much as they fear his powerful khanum, who skillfully guides her husband in the direction she needs and shuffles personnel with his hands.

However, personnel policy in Bashkiria is not the only area where Rustem Khamitov’s wife feels like a sovereign mistress. IN lately More and more often, its activity is manifested in the economy. Which, by the way, did not fail to affect the filling of the republican budget. Thus, the Ministry of Internal Affairs of Bashkiria is investigating a criminal case on the fact of causing damage to the state in the amount of about 10 million rubles. The treasury of Bashkortostan received so much less as a result of a cleverly organized operation to transfer funds from the Republican Fund for Development and Support of Small Business from two commercial banks to Promtransbank, indirectly affiliated with the president’s family through its owner Ildar Mukhametdinov, close friend and the sponsor of the Markhamat Foundation, headed by Gulshat Khamitova.

In addition, to the same bank in recent years according to unofficial recommendations of certain persons close to Rustem Khamitov, large regional state enterprises. From the investigation materials it is clear that the money of the Fund for the Development and Support of Small Businesses was kept on deposits of Akibank and Bashkomsnabbank at 8–8.26% per annum. Both banks received the right to place funds from the guarantee fund on a competitive basis in 2011. And the government contract with them was supposed to end in November 2014.

However, in August 2013, the Ministry of Economic Development of Bashkiria ordered the withdrawal of the fund’s money from deposits and transfer it to Promtransbank LLC. This is where investigators believe the state lost money on interest payments. PTB at the end of December last year accrued interest to the fund in the amount of 6.1 million rubles. And under the previous contracts, the fund could have received all 16 million if it had not occurred to someone to transfer deposits to Ildar Mukhametdinov’s bank. According to preliminary estimates by investigators, damage to the state was caused in the amount of at least 9.8 million rubles.

If Gulshat has something in mind, then one way or another, either herself or through her husband-president, she will definitely push through the “idea,” knowledgeable people in Bashkiria assure.

And what about the bureaucratic husband of the first lady, Rustem Khamitov? How does he react to the vigorous activity of his wife and the numerous unsightly rumors associated with her name? Judging by the fact that Gulshat Khamitova still appears on the front pages of Bashkir newspapers almost more often than he, the head of the republic, does not.

Surovkin Vasily

On May 15, International Family Day was celebrated. The day before, the first lady of the republic, Gulshat Khamitova, told exclusive interview Komsomolskaya Pravda about family traditions
Mila KIYAN - 05/16/2011

“TWO ARE RESPONSIBLE FOR HARMONY IN THE FAMILY”

Your husband is the president and it’s probably very difficult for him to be a good family man. With this kind of work, as they say, stress is just around the corner. How do you, Gulshat Gafurovna, manage to maintain harmony in the family? It’s no secret that a lot here depends on the woman.

In any life situation, two people are responsible for harmony in the family. We are no exception. Rustem Zakievich is very patient and wise man, he has an awful lot of work to do, and his family must now be his main support. My children and I try to be such a support.

In an interview with KP, Rustem Khamitov said that his main stylist is you. Is the president's wardrobe often replenished? How do you, a non-professional image maker, manage to dress your husband so well? Where do you buy his shirts? Do you go shopping together in Ufa, maybe in Moscow or abroad?

Of course, I help my husband with advice in choosing clothes, and I myself often ask his opinion about my outfits. We make purchases together, but I always remain the main consultant for my husband in these matters. Rustem Zakievich dresses in regular stores. The main principle for us is good quality items and a competent sales consultant. Fortunately, we managed to find such a store in Ufa and are now shopping there. In the future, we do not lose hope of finding a good tailor and ordering clothes from him.

The younger generation of the Khamitov family greatly appreciates the rare minutes that they manage to spend with their father

Someone noticed that today in Russia all successful and rich people either sing or play music. Your husband is a real music lover: he sings and plays the guitar, it seems... Do you sing? Did you send your children to music school?

We don’t communicate with rich people, so I don’t know if they sing or what music they play. We ourselves love songs. In a circle of friends we used to sing songs by Nikitin, Sukhanov, Klyachkin and many others, songs from popular films and songs of the 70-80s with a guitar. The children went to music school, but did not complete their studies there. Got carried away with other activities. They taught themselves the guitar. And now they enjoy playing music on this instrument.

"WE LOVE ACTIVE RECREATION"

Gulshat Gafurovna, it is known that in order to work well, you need to rest well. Where do you usually spend your holidays?

In recent years, we have alternated holidays abroad with trips home. We love you alpine skiing and therefore visited many European and Russian resorts. This year in winter I was able to go for a ride to Abzakovo with my children. Everyone really liked it. Six of us, a friendly company, drove down the mountain. Complete delight!

You said that you like to vacation not only in your native Bashkiria, but also abroad. The holiday season is approaching and I would like you to specifically talk about those countries that made a strong impression on you, where you have returned more than once. Can you recommend some interesting places?

Gulshat and Rustem love each other very much active recreation. In the photo they are on ski resort in Andorra
Photo: from personal archive

I like active holidays in the form of educational tours. I was in France and Italy. I like Paris, which differs from other cities with its beautiful buildings with carved forged balconies and well-groomed parks. I enjoyed the trip to the castles of the Loire. We visited the ancient cities of Normandy: Enfleur, Rouen, Etretat, Deville and Trouville. Each city has its own attractions: in Etretat there are gullies in the coastal rocks and landscapes that Monet painted. In Rouen - majestic cathedral, connected with the history of the trial of Joan of Arc. The medieval city of Bruges in Belgium makes a great impression; when you walk along the streets of a very beautiful town with small houses, you feel fairy-tale character. During my trips to Italy I remember visiting the famous Uffizi galleries in Florence with a rich collection of paintings Italian artists. In Russia I was lucky enough to visit Baikal, Astrakhan in the Volga delta, and admire the flowering of lotuses. I have been to St. Petersburg many times. I know Moscow well, I love museums, estates and parks, and the old streets of Zamoskvorechye.

The world is becoming more transparent, people travel a lot and adopt each other's habits, their tastes are becoming more similar. And national clothing is disappearing. But recently, young women in national Muslim clothes and headscarves have begun to appear more often on the streets of Ufa. Personally, I noticed that townspeople often look at these women with caution. Do you think it is necessary to encourage the desire of young Muslim girls to forever abandon their national clothes for the sake of pan-European fashion?

I like national clothes. I would like us not to forget our roots and introduce elements of the national costume into our clothes. But everything needs moderation. Such clothing should be worn where appropriate.

“WE SEE THE CHILDREN INfrequently - THEY LIVE IN MOSCOW”

For many modern parents, a Russian fairy tale is relevant, where an over-aged son requires his parents to feed him first until his mustache, then until his beard, etc. It so happens that many purposeful, driven people suddenly have lazy children. How do you think we can deal with this? Is it worth adopting the Western style of education, when teenagers have to, say, earn pocket money in the summer and more?

Both rich and not very wealthy parents have lazy children; there are no patterns here. But what to do with these? Of course, children must be taught to work from childhood, from school. Summer work during the holidays is quite good way education. For example, as a child, during the holidays we worked in a field camp, without any pay. However, if there is also some kind of reward for the work, then this is not bad at all.

Tell us about the methods of raising your children, what do they do, how often do you see them?

They raised their children usually, like everyone else, probably. They were strict, but in moderation. They didn’t spoil us too much, they always took us on hikes and river rafting trips, listened to music and watched movies together. Unfortunately, we don’t see each other often anymore - they live in Moscow, they are adults, they already have their own “halves” and work that takes a lot of time. Communicate with our fellow countrymen. For example, they go to listen good music to Oleg Kireev's club. Sometimes they themselves play music there, although they are not musicians.

Many Russian families cannot get rid of the “Soviet complex” that there can be no commodity-money relations between parents and children, that is, telling a child, they say, help your grandmother in the garden and you will get new sneakers, our people consider immoral. What do you think about this?

Yes, I have heard and even know people who encourage children to work in this way, but in our family this was not accepted, simply because helping loved ones and collaboration were taken for granted. The principle of working together was instilled in the children and they tried to lead by example. In my opinion, this is more effective.

“WE LOVE TO GET TOGETHER FOR TEA”

Are you a good cook? Tell us about the gastronomic traditions in your family, please. Do you drink tea together? By the way, the British have found that tea reduces the level of stress hormones, so it is useful for politicians to drink tea.

I think that I am a good cook, although not a professional, but with extensive experience in the home kitchen. My family likes my food, and when asked to go somewhere for lunch, they often heard: “ Better at home Let’s eat, yours tastes better.” And drinking tea together is already necessary ritual for us: we exchange impressions, news, make plans. And the president loves homemade soups and is partial to dumplings and manti.

Having moved to Ufa, you changed your occupation, your circle of acquaintances - it was probably very difficult.

I still enjoy communicating with my friends from my student days. But now my circle of acquaintances is expanding. In recent years in Moscow I worked in a children's clinic, so I had a desire to continue working with children in Ufa. My comrades and I managed to create the Markhamat charity foundation, which to date has helped 2 thousand children. There are a lot of kind and sympathetic people in our republic, for whom helping children is not an empty phrase, but a need of the soul. Thank them very much."

The property also has a residential building of 25.7 sq.m. My wife owns a Subaru Legacy Outback. In addition, the head of the region has an apartment of 79 square meters and a state dacha with an area of 444.8 square meters.

Scandals (rumors)

In 2011, research showed that Rustem Khamitov was among the top 10 best lobbyists in the Russian Federation (ranked 9th).

His activities were also noted by Fortune magazine, which stated that Khamitov’s economic policy allowed Bashkortostan to strengthen its position in the top ten among the regions of the Russian Federation. The presence of better industrial and economic indicators confirmed this.

Also, the reign of Rustem Khamitov was noted and rating agency"ExpertRA", according to a study of which Bashkortostan occupied the first position in the nomination "Minimal economic risks" in 2010-2011. Forbes magazine did not ignore the capital of the republic - the city of Ufa. According to the magazine, Ufa took second position among 30 cities in the Russian Federation in which it is best to do business (2012).

In 2013, Khamitov came under suspicion law enforcement agencies and served as a witness in the RUSHYDRO case. Khamitov was accused of rigging the parliamentary elections at the end of 2013, in particular, by the leader of A Just Russia, Sergei Mironov.

According to civil activists, the head of Bashkiria violated the federal and republican constitution and a number of laws, which resulted in a “massive violation of the rights and freedoms of citizens of the Republic of Bashkortostan.” President of Bashkortostan Rustem Khamitov almost became the first head of the republic against whom the procedure for removal from office could be initiated (violation of the constitution).

Social activists led by Azamat Galin in October 2013 accused the president of violating the law “On the privatization of state and municipal property"and causing damage to the republic's budget of 68 billion rubles" with the approval of a major transaction to merge the assets of OJSC Soda and Caustic.

The lawsuit also declares that Rustem Khamitov “created risks of forest destruction and harmed the environment” by signing an investment agreement on August 17, 2012, allowing the construction of Kronospan-Bashkortostan LLC. Moreover, activists note a violation of another law “On the President of the Republic of Bashkortostan” in connection with the unlawful transfer from the property of the republic to a private person of a blocking stake in the Ufa elastic materials plant.

Khamitov was also accused of illegally allocating funds from the republic’s budget to celebrate the 90th anniversary Supreme Court Bashkiria, which, according to activists, is similar to bribery of judicial authority. This is in the context of Khamitov being accused of “pressure on the court.” Participants political process in Bashkiria they note that the early termination of the powers of the chairman and judge of the Kirov District Court of Ufa, Munir Valeev, is associated with the acquittal he passed in July against the ex-Prime Minister of Bashkiria, Rail Sarbaev, a man opposed to the current president. But of course the case was not opened.

After the arrival of Rustem Khamitov, corruption in the republic increased greatly, the media reports the opinions of experts. Moreover, often the most notorious crimes began to be committed not only at the republican, but also at the municipal level. Not long ago, the 51-year-old deputy head of the Baimaksky municipal district administration, Konstantin Zamotaev, appeared in court on charges of malfeasance and fraud, along with his 49-year-old wife Natalya Zamotaeva.

Since the beginning of 2013, the state debt of Bashkiria has increased by 22%, over the past three years - by 60%. If in 2010 the deficit was 6.9 billion, then in 2013 it reached 17.9 billion rubles. For comparison, the first President of the Republic of Belarus, Murtaza Rakhimov, in 2010 transferred 38 billion rubles of free funds in the accounts of the republican government to the new leader of the republic.

Human rights activists of the republic appealed to the FSB of Russia with a demand to check the activities of the Markhamat Foundation, whose activities are supervised by the wife of the head of Bashkortostan Gulshat Khamitova, for laundering multimillion-dollar funds.

Executive Director of the RPO “For Human and Civil Rights” Almira Zhukova and human rights activist Ramilya Saitova made a demand to the director of the FSB of Russia Alexander Bortnikov and the head of the FSB Directorate for Bashkiria Oleg Gaidenko check the activities of the Markhamat charitable foundation. A separate paragraph refers to the possible involvement of the first lady of the republic in violations Gulshat Khamitova. It is Gulshat Gafurovna who is the chairman of the fund’s board of trustees.

The reason for contacting the state security authorities was a recent charity concert at the State Concert Hall “Bashkortostan” as part of the festival Ildara Abdrazakova April 25, which became the final one in a series of charity concerts organized by the Markhamat Foundation, and the revenue report of which was not reflected in any of the available sources publishing the receipt cash to the fund.

The first concert took place on December 27, 2013. It was a Christmas charity concert of the same Ildara Abdrazakova at the Opera and Ballet Theater.

“The Great Hall has 716 seats. With an average price of 5,000 rubles, revenue amounted to about 3 million rubles. The proceeds from the concert are not reflected in the Fund’s receipts, which indicates fraud and theft of funds. In violation of the law, the report for 2013 was not published on the Foundation’s website,”- portal proufu.ru quotes a statement from social activists.

Journalists also could not find a report on the fund’s activities for 2012 on the website of the Marakhmat Charitable Foundation.

Another concert that attracted the attention of public figures took place on December 5, 2013. The concert “Classics and Jazz” took place at the Bashkir State Philharmonic. The purpose of the action, as the foundation reported, was to help three seriously ill children.

However, despite the fact that more than five years have passed since the concert, many will remember that even before the event began, it became the subject of a major scandal. Then one of the chief doctors of Ufa contacted the source and provided a fax signed by the then Minister of Health, in which the official demanded to ensure the attendance of doctors at the concert, the price of tickets for which was from 2 to 8 thousand rubles. The requirement to ensure the occupancy of the hall was confirmed then by the republican Ministry of Health, showing the letter already Gulshat Khamitova to Georgy Shebaev.

In the end Almira Zhukova and Ramilya Saitova asked the FSB to conduct an investigation based on the arguments set out in the application.

In particular, install whether strict reporting forms were used in each ticket sale. In addition, community members ask establish the circle of people involved in organizing concerts, raising funds and selling tickets.

On topic

A petition has been created on the Internet addressed to Russian President Vladimir Putin. Its author, member of the Human Rights Council of Bashkiria Eduard Kadyrov, reported on the threat of contamination of drinking water in Sibay and Magnitogorsk.

In a separate paragraph, applicants ask to check Gulshat Khamitova’s involvement in these violations of the law.

“The immediate reason for our attention to the fund was the appeal of citizens to our organization. Therefore, on the eve of the last concert, we turned to the FSB Directorate for the Republic of Belarus with a request to start an operational survey and record the number of spectators, that the hall is full. While studying the website of the Markhamat Charitable Foundation with Ramila Saitova, we noticed gaps in reporting. I remember that Markhamat started, among other things, with the treatment of children, but in the area of medicine it is difficult to hide anything. Now the fund is called “educational”. Education, training – this already sounds extensive. In general, some funds and NGOs receive increased attention from regulatory authorities, and the Markhamat Charitable Foundation is like untouchable. I believe that this fund should be under the control of the general public, and not a narrow circle of relatives or close top officials of the republic", - commented Almira Zhukova.

It is strange that in Bashkiria they no longer hesitate to “protect” everything connected with the Khamitov spouses, even if the subordinates or organizations “warmed up” by them openly violate the country’s legislation. Rumor has it that officials do not respect President Khamitov as much as they fear his powerful khanum, who skillfully guides her husband in the direction she needs and shuffles personnel with his hands.

As for the Markhamat Foundation, it was already mentioned in the investigations of the Ministry of Internal Affairs in 2014. Then, as bashtribuna.ru recalls, a criminal investigation was underway into causing damage to the state in the amount of about 10 million rubles. The treasury of Bashkiria lost so much as a result of a cleverly organized operation to transfer funds from the Republican Fund for Development and Support of Small Business from two commercial banks to Promtransbank, indirectly affiliated with the family of the head of the republic through its owner Ildara Mukhametdinova, a close friend and sponsor led by Gulshat Khamitova Markhamat Foundation.

Life in a particular country largely depends on the personality of the first person - his character, upbringing, education, worldview. News.ru continues to talk about the biographies, families and hobbies of leaders post-Soviet republics. We have already written about the heads of Ukraine, Belarus, Kazakhstan, Moldova, Uzbekistan, and Turkmenistan. This material is dedicated to the President of Tajikistan Emomali Sharipovich Rahmon.

From salesmen to presidents

Emomali Rahmon officially bears the loud and long title “Founder of Peace and National Unity - Leader of the Nation” or abbreviated in Tajik as “Peshvoi Millat”. He was born into a peasant family in 1952 in the village of Dangara, surrounded on all sides by the picturesque Pamir-Alai mountain ranges. Emomali became the third son of Sharif Rakhmonov and Mayram Sharifova. Father Sharif fought during the Great Patriotic War and was awarded two Orders of Glory.

After school, the future leader of the nation went to study at a vocational school to become an electrician, after graduating from which he began labor activity specialty at the oil plant in Kurgan-Tube. A year later, Rakhmon joined the army and served for three years as a sailor in the Pacific Fleet. After demobilization he returned to the plant, but soon decided that his calling was to work in economic sphere and got a job as a salesman. At the age of 24, he felt the strength to perform administrative functions and went to work in his small homeland on the Lenin state farm. He was the secretary of the board, worked in the party committee and trade union. In 1982, Rakhmon graduated in absentia from the Faculty of Economics of the Tajik state university and became chairman of the trade union committee. At the age of 36, he was appointed director of a state farm and in this position met the collapse of the USSR.

Unlike other leaders of the Central Asian republics, Rahmon did not inherit power from Soviet times, but was forced to fight for it. In 1992, he was elected to the Supreme Council of the republic, which had already become independent and was on the verge of a bloody civil war. A further whirlwind of political events threw Rakhmon into different positions and forced him to look for common language with different political forces. In September 1992, he became the head of the Kulyab Regional Council of People's Deputies, and in November he declared the illegitimacy of the government in Dushanbe, and was proclaimed head of the republic's parliament by his supporters in one of the provincial cities. Soon the forces that elected Rakhmon took control of the capital. After difficult political maneuvers in 1994, Emomali Rahmon won the presidential election.

Influential family

Tajik authorities protect details of the leader’s personal life. From official reports we can only find out that Rakhmon is married to a woman about his age named Azizamo. The president’s wife does not give interviews and appears in public with her husband extremely rarely, so the republic’s journalists, accustomed to discipline, do not try to find out the details of the first lady’s life. It is only known that she has always been a housewife, and now prefers to relax in the Sughd region, where the Bahoriston government residence is located. Only happened in 2016 big story associated with her when local religion expert Abdullo Muhaqqiq publicly proposed declaring Azizamo Rakhmonov “the leader of Islamic women.” The expert compared the president's wife with the wife of the Prophet Mohammed Aisha. “Azizamo, the wife of President Emomali Rahmon, the first Tajik Muslim woman, together with her daughters entered the Kaaba and was honored with this Islamic shrine. Just 10 days later, a wedding took place in the village; the wife of the education worker was a young nurse, who for some reason was stone-faced throughout the entire festive ceremony and never looked at her happy husband.
