In accordance with part 4 of article 25 Federal Law dated February 7, 2011 No. 3-FZ “On the Police”* and part 4 of Article 10 of the Federal Law dated November 30, 2011 No. 342-FZ “On service in bodies and amendments to certain legislative acts Russian Federation"** - I order:
1. Approve:
1.1. Sample of a special badge for an employee of the internal affairs bodies of the Russian Federation (Appendix No. 1).
1.2. The procedure for issuing special badges to employees of the internal affairs bodies of the Russian Federation (Appendix No. 2).
2. Heads (chiefs) of divisions of the central apparatus of the Ministry of Internal Affairs of Russia, territorial bodies of the Ministry of Internal Affairs of Russia, educational, scientific, health care and sanatorium and resort organizations of the system of the Ministry of Internal Affairs of Russia, district departments of logistics of the system of the Ministry of Internal Affairs of Russia, as well as other organizations and divisions, created to carry out the tasks and exercise the powers assigned to the internal affairs bodies of the Russian Federation, organize a study of the requirements of this order and ensure the implementation of its provisions.
3. FED of the Ministry of Internal Affairs of Russia (N.N. Romashova) annually provide for the allocation cash for the production of special badges for employees of the internal affairs bodies of the Russian Federation.
4. Control over the implementation of this order is assigned to the Deputy Ministers responsible for the activities of the relevant departments.

issuing special badges to employees of internal affairs bodies of the Russian Federation
1. This Procedure determines the procedure for issuing special badges to employees of the internal affairs bodies of the Russian Federation*(1).
2. The assignment of a special badge to an employee of the internal affairs bodies * (2) is carried out simultaneously with the assignment of the first special rank of private or junior commanding personnel or the first special rank of middle, senior or senior commanding personnel, as well as when transferring an employee who has a special rank of private composition or junior command staff.
3. The securing of a special token is formalized by the order:
3.1. The Minister of Internal Affairs of the Russian Federation - in relation to an employee who is assigned the first special rank of middle, senior or senior management.
3.2. The head (chief) of a territorial body of the Ministry of Internal Affairs of Russia, an educational, scientific, medical, sanitary and sanatorium-resort organization of the system of the Ministry of Internal Affairs of Russia, the district department of material and technical supply of the system of the Ministry of Internal Affairs of Russia of Russia, as well as other organizations and divisions created to perform tasks and exercise powers, assigned to the internal affairs bodies * (3), who have the right to assign a special rank of ordinary personnel or junior commanding personnel - in relation to a subordinate employee who is assigned the first special rank of ordinary personnel or junior commanding personnel.
4. Special badges are issued to employees by the personnel department of the corresponding unit of the central apparatus of the Ministry of Internal Affairs of Russia (with the exception of the Main Command internal troops Ministry of Internal Affairs of Russia), body, organization, unit of the Ministry of Internal Affairs of Russia at the place of their service, simultaneously with the announcement of the order to assign the first special rank of ordinary personnel or junior commanding personnel or the first special rank of middle, senior or senior commanding personnel.
5. A special token is made in the form of an oval-shaped metal plate with a thickness of 1.5-2 mm. The size of the special token along the major axis is 45 mm, along the minor axis - 26 mm.
6. The personal number on the special token consists of:
6.1. For employees with special ranks of enlisted personnel and junior commanding officers - from two capital letters of the Russian alphabet indicating the series, and a six-digit number in accordance with Appendix No. 1 to this Procedure.
6.2. For employees with special ranks of middle, senior or senior management - from one capital letter of the Russian alphabet, denoting a series, and a six-digit number.
7. Citizens who served in internal affairs bodies or military service in the internal troops of the Ministry of Internal Affairs of Russia, who were awarded special ranks of middle, senior or senior command or military ranks junior, senior or senior officers who entered service in the internal affairs bodies are issued special badges with personal numbers that were previously assigned to them.
8. Employees of internal affairs bodies who have a special rank of rank and file or junior commanding officer, seconded to federal government bodies, other government bodies or organizations, are issued (including in the case of transfer) special badges with the series provided for territorial bodies of the Ministry of Internal Affairs Russia on regional level at the place of their service.
9. In the case of transfer of an employee who has a special rank of rank and file or junior commanding officer to another body, organization, unit of the Ministry of Internal Affairs of Russia, he is given a special badge with the series provided for in the body, organization, unit of the Ministry of Internal Affairs of Russia to which the employee was transferred.
10. On the front side, the special token has a convex inscription “Ministry of Internal Affairs of RUSSIA” stamped in a frame, under which the series and number of the special token are indicated. To the left of the inscription “Ministry of Internal Affairs of RUSSIA”, the series and number of the special badge, there is a hole with a diameter of 4 mm for attaching a special badge to the employee’s uniform or personal file.
11. Special tokens are handed over by employees to the personnel department at the place of duty in the event of:
11.1. Dismissals from service in internal affairs bodies * (4).
11.2. Assignment to an employee who has a special rank of rank and file or junior commanding officer, a special rank of middle commanding staff.
11.3. Transfer of an employee who has a special rank of enlisted personnel or junior commanding officer to another body, organization, division of the Ministry of Internal Affairs of Russia, which requires the wearing of special badges of a different series.
12. A special badge handed over by an employee with a special rank of middle, senior or senior management, dismissed from service in the internal affairs bodies, is attached to his personal file.
13. A special badge handed in by an employee who has a special rank of enlisted personnel or junior commanding officer may be issued again.
14. In the personnel departments of bodies, organizations, units of the Ministry of Internal Affairs of Russia, special tokens are taken into account in the register of special tokens with personal numbers (the recommended sample is Appendix No. 2 to this Procedure).
15. Employees who received special badges sign for their receipt in the register of persons who received special badges with personal numbers * (5) (recommended sample - Appendix No. 3 to this Procedure), and below title page track record of the employee's personal file. The register of persons is kept in the personnel department of the body, organization, division of the Ministry of Internal Affairs of Russia.
16. The employee who was issued a special token ensures its safety.
17. In case of loss (damage) of a special badge, the personnel department at the employee’s place of duty issues a duplicate of a special badge with the same number.
18. Applications for the production of duplicates of special tokens are drawn up by the personnel department of the body, organization, division of the Ministry of Internal Affairs of Russia on the basis of reports from employees who allowed the loss (damage) of special tokens.
19. Providing bodies, organizations, units of the Ministry of Internal Affairs of Russia with special tokens is carried out by the district departments of logistics of the Ministry of Internal Affairs of Russia.
