Pavel Pivovarov has been appointed to the position of First Deputy Chairman of the Board of FC Zenit - Executive Director. Previously, he served as deputy general director club.

The club has created an Office under the Chairman of the Board of Zenit. Togrul Mamedov, who previously worked as an adviser to the general director in the Management Office of Gazprom Invest Yug CJSC, was appointed Head of the Administration. In the 2011/12 season, he was the head of the supervisory board of the CSKA hockey team.

The Administration will also include Maxim Mitrofanov, appointed to the position of Advisor to the Chairman of the Board on Stadium and Sports Infrastructure.

Vadim Parkhachev will be responsible for economics and finance. Until now, Parkhachev was deputy financial director of the RFU.

Elena Eremeeva will handle the audit and internal control. Previously, she worked as director of economics and finance at Zenit and served as financial director of the RFU.

ABOUT multi-million dollar debts, not allowing to fulfill contractual obligations to Fabio Capello, stated the following: “The commercial activities of the RFU have never provided sufficient funding to carry out the statutory activities in full. This is largely due to the structure built throughout many years a design in which the main sponsors were attracted by the commercial partner of the RFU - the Telesport company.

The marketing company Telesport has been cooperating with the RFU since 2006. In less than 8 years, the company bought almost all commercial rights from the union. So almost everything financial resources from RFU sponsors end up in Telesport accounts and only then are sent to the union. The extent to which they reach the RFU can be judged by the statements of the organization’s president Nikolai Tolstykh: “Peter Makarenko (head of Telesport - Izvestia) does not need to engage in intrigues with our creditors, initiate bankruptcy of the RFU and call for a change of head only because [for the first time] in many years the RFU is trying to control the activities of its partners. There are quite a lot of organizations willing to cooperate with the RFU.”

In turn, the owner of Telesport told Izvestia that he was ready to terminate the contract with the RFU, which is valid until 2018.

It was very unpleasant for me to read the words of Mr. Parkhachev, hinting that the financial problems of the RFU arise because of the Telesport company. I want to dispel public doubts on this topic. From the first day of cooperation with the RFU, we brought a lot of money to the union, and now we bring even more. In 2013–2014, the RFU’s income generated by Telesport is significantly greater than in all previous years in the history of this organization. In 2013 - the largest, and in 2014 - more than in 2013. Neither Vitaly Mutko nor Sergei Fursenko had a budget of even 2 billion rubles. The projected budget for 2014, according to Parkkhachev himself, is 2.7 billion. And all the current sponsors in the RFU, with the exception of Russian Railways, were brought by our company,” Makarenko said.

The head of Telesport also noted that he does not seek to enrich himself at the expense of the RFU and is ready to refuse cooperation with the union if the organization’s management considers it unprofitable.

I do business, I have many contracts with different sports federations. And if the president of the RFU wants to break our agreements, and there are seven of them in total, then we are ready to do this. I feel bad for the industry. Much in Parkhachev’s interview is not true. For example, he is silent about the fact that all youth and youth teams are financed by the Ministry of Sports: travel, hotels, training camps, added Pyotr Makarenko.

According to him, it was his company that fully sponsored all the costs associated with the Russian national team’s trip to the World Championships in Brazil.

Before the World Cup in Brazil, a contract was concluded between the RFU and Telesport, under which our company undertook to find a fixed number of sponsors for guaranteed payments. We had not yet found sponsors, but we had already transferred the money in full. One of the conditions of this agreement was the financing of the entire preparation of the Russian national team for the World Cup in Brazil. I can show Telesport invoices for May and June. “We paid all expenses for the team, from the base to the laces,” emphasized the head of the commercial partner of the RFU.

Makarenko is sure that sponsors do not want to cooperate with the RFU because of the current leaders of the union.

Football has gone from being a product that was candy in a colorful wrapper to something that causes disgust. TV ratings and attendance at the national team's home matches have fallen. Now we are not discussing the football qualities of Andrei Arshavin or Yuri Zhirkov, but exclusively negative factors. In 2008, in the wake of the success of the national team, we had a choice between companies such as Nike and Adidas; “MegaFon and MTS,” Makarenko continued. - Now sponsors are leaving the RFU. NOVATEK's contract with the union has expired. Before this, MegaFon and Sony also did not want to renew their agreements. The leaders of these companies, without saying a word, tell me the same thing: “We don’t want to spoil our image. We are sponsors of the RFU, but the leaders of domestic football say in every interview that they have no money and they need new sponsors.”

According to Makarenko, high wages Italian specialist Fabio Capello should not cause serious financial problems for the RFU.

Capello costs the RFU 39% less than Guus Hiddink or Dick Advocaat. All these specialists have the same salary, but Fabio lives most of the year in Russia, is a Russian resident and pays 13% taxes to our treasury. For Hiddink and Advocate, the RFU had to pay 52% of taxes to the Netherlands. Don’t forget that in addition to the coach’s salary, the union must pay taxes for its specialist,” Makarenko concluded.

Let us remind you that Fabio Capello has not received a salary since May 2014. Labor inspection(without a complaint from workers) checked the documents of the RFU and identified a debt amounting to 180 million rubles.
