The Synod of the Russian Orthodox Church at its meeting on July 25 approved the procedure for electing candidates for ordination as bishops. Over the past four years, more than 117 people have become bishops of the Moscow Patriarchate. “The absence of such an order could lead to mistakes under certain conditions,” the patriarch explained, opening the meeting.

Previously, the procedure for electing a bishop was mentioned in the Charter of the Russian Orthodox Church (Chapter XV): “Candidates for bishops are elected at the age of at least 30 years from monastics or unmarried members of the white clergy with mandatory tonsure into monasticism. The candidate to be elected must meet high rank bishop's moral qualities and have a theological education.”

The document adopted by the Synod consolidates already existing practices and requirements. In comparison with the requirements enshrined in the Charter of the Russian Orthodox Church, one significant clarification appears in it related to education: now the protege must have a HIGHER theological education (in the Charter - “theological education”).

At the Local Council of 1917/18. They also talked about the procedure for electing bishops and the requirements for candidates. In particular, in the Council’s Resolution “On Diocesan Administration” adopted in February 1918 in Chapter. II “On the Diocesan Bishop”, it says:

"15. The diocesan bishop, by succession of power from the holy apostles, is the primate of the local church, governing the diocese with the conciliar assistance of the clergy and laity.

16. The election of a diocesan bishop is carried out as follows. Upon the release of the diocesan see, before replacing it, the bishops of the district, or, in the absence of districts, the Holy Synod Russian Church, compile a list of candidates, which, after canonical approval, includes the candidates indicated by the diocese. Upon publication of the list of candidates in the diocese, the bishops of the district or the bishops appointed to participate in the election of the diocesan bishop by the Holy Synod, the clergy and laity of the diocese jointly elect a candidate according to special Rules, voting simultaneously for everyone indicated on the list, and whoever receives at least 2/3 votes is considered elected and is submitted for approval to the highest church authorities. If none of the candidates in such a vote receives the specified majority of votes, then a new vote is taken on each of the candidates indicated by the first vote separately, and the candidates who received at least half of the electoral votes are presented to the highest church authorities.

Note 1. In exceptional and extraordinary cases, for the sake of the good of the church, the appointment and transfer of bishops by the highest church authority is allowed.

In dioceses where it should be widely developed missionary activity and there is a significant foreign population, diocesan bishops must be elected from candidates experienced in missionary work; if this is not implemented, bishops can be appointed to such dioceses by the highest church authority.

Thus, according to the Determination of the Local Council of 1917/18, the clergy and laity take part in the election of the bishop. The definition “On Diocesan Administration” of 1918 sets the age limit for a protege “not younger than 35 years.” The current document sets the age “from 30 years”. According to the Decree of 1918, a candidate for bishop does not have to be a monk, but can be elected from “white clergy and laity not obliged by marriage, and for both of them it is obligatory to invest in the ryassophore, if they do not take monastic vows.” In the current document we're talking about exclusively about monks.
