The system of compulsory civil liability insurance, or OSAGO, is used not only in the CIS countries, but also in many other countries. The main purpose of such a system is to protect the property of people and the health of drivers and passengers of vehicles. The main difference between the MTPL insurance system and CASCO is just one point: MTPL is voluntary insurance, in which the policy a person receives concerns not only the integrity of the car and the driver himself, but also the protection of other people’s health and property. Such obligations are fulfilled by a number of companies that are licensed and included in its overall system.

In the modern world, very often companies appear and disappear in the insurance market, which in the process of their illegal work are declared bankrupt; it is very important to know in advance the ratings of such enterprises in order not to end up with those insurance companies that do not even have a license for this type of activity. We have provided a rating of insurance companies of the year for both types of insurance for all segments of the country's population.

Basic information

Before announcing the top payment companies, it is necessary to remind all citizens that within the framework of the insurance policy, 4 entities are united together:
the insurance company or insurer itself;
the citizen who enters into the contract or the policyholder;
persons who suffered damage in the accident or beneficiaries;
The Russian Union of Auto Insurers, which controls the payment of funds, the relationship between all entities and compliance with all the rules that the organization has undertaken.

Financial ratings of insurance companies

Financial rating compares insurers based on statistical indicators. This rating is based on the official reports of insurers, published quarterly by the Central Bank of Russia. Sales of insurance services to legal entities and individuals are taken into account.

The key indicator being assessed is the level of payments. The payout rate shows the percentage of fees a company paid out during the year as compensation to customers. The optimal payout level on the Russian market is approximately 55-65%.

If the percentage of payments on insurance obligations is too high (for example, 75-85% and above), this indicates that the insurance company does not adequately assess risks or significantly reduces sales volumes. Both situations indicate potential problems for the insurer.

If the percentage of insurance payments is too small (for example, 40% or less), the insurer is likely to save on payments. The company underestimates the amount of insurance compensation, or simply refuses to pay its clients for insurance claims. This can be indirectly confirmed by the judicial rating of insurance companies. If a company skimps on payments, there is a high probability that such an insurance company has a high percentage of litigation in relation to the reported losses.

Before insuring a car, many motorists look at the ratings of MTPL insurance companies that provide insurance services. This allows you to choose the best insurer. After all, rating developers focus not only on the financial performance of companies, but also on reviews from real clients. Main evaluation criteria

Depending on performance indicators, certain rating categories are assigned. The highest indicator is “A”. It can only be obtained by reliable companies, which immediately pay compensation when an insured event occurs.

A “B” rating is given to those firms that do not have problems with liquidity, but have delays in payments. It is not recommended to consider organizations that received a “C”, “D” or “E” based on the results of the analysis.

The leading position is held by the joint venture "ZHASO". She has a minimal failure rate (only 0.5%). According to RAEX and Expert RA, the company has been assigned an exceptionally high level of A++. Total annual contributions for compulsory motor liability insurance amount to 2.5 million rubles.

The results of the Ugoria company are no worse. They denied refunds to 0.7% of their customers. The amount of their contributions is 3.1 million rubles. The main shareholder of the company is Khanty-Mansiysk Autonomous Okrug. But this does not mean that it only works within its limits. The company has more than 60 representative offices in the Federation. The average amount of payments is 44 thousand rubles. But according to RA Expert, the company was given an “A” rating, its rating is under observation. Analysts say it is a growing company.

IC "MAX" has been on the market since 1992. But she has been involved in compulsory motor liability insurance since 2003. After all, this type of activity requires a special license. This is stated in Art. 1 of Law 40-FZ of April 25, 2002. 0.8% of applied clients are rejected by IC MAX. The amount of average insurance compensation for this company is small - 35.4 thousand rubles. According to the analysis of RA Expert, this is a reliable company with a stable development forecast. Under the MTPL program, the amount of contributions to IC MAX is 3.7 billion rubles.

SD "VSK" is one of the largest in the Federation; clients under compulsory motor liability insurance brought in 18.2 billion rubles. The Military Insurance Company has already twice received gratitude from the President for its work. But in terms of the number of refusals, it ranks 4th - 1.4%. According to the indicators, the average amount of compensation is 42 thousand rubles. RA "Expert" confirms the reliability of this insurance house. It is rated "A++".

Firm failure rates "Alpha Insurance" the same as for SD "VSK". Their average payment amount is slightly lower - 41.8 thousand rubles. The total amount of their contributions is 10.6 billion rubles. This is a company that was assigned an “A++” rating by Expert RA. Her developmental prognosis is stable.

The amount of insurance payments in SAC "Energogarant" slightly higher – 45.6 thousand rubles. But they refuse 1.5% of clients who apply. Judging by the total amount of contributions, the company is not very popular. The total amount of insurance under MTPL is 2.8 billion rubles.

Uralsib offers a fairly high average amount of compensation - almost 51 thousand rubles. But this organization refuses 1.9% of its clients. 6 billion rubles were raised under compulsory motor liability insurance policies. A subsidiary of an oil production company is popular "Transneft" with the same name. Since 2013, its owner has been the SOGAZ company. One of the most famous is Rosgosstrakh. If we evaluate the size of insurance premiums, this is one of the largest companies. They equal 77 billion rubles. Also, PJSC IC "Rosgosstrakh" has one of the largest amounts of compensation - it is equal to 53.6 thousand rubles. True, 3.5% of all applicants are denied compensation for losses. The company has maintained the A++ reliability level, according to RA Expert, since 2008.

But that's not all rated insurers are. Don't forget about "RESO-guarantee" with an A++ rating. The amount of insurance premiums for compulsory motor liability insurance is quite large and amounts to 27.6 billion rubles. But they have a high number of refusals - 4.8%. The amount of compensation is 43.8 thousand rubles.

The average level of insurance claims for the Renaissance-Insurance group is quite large. They pay almost 53 thousand rubles. But 5.1% of those who applied refuse to pay compensation.

When choosing an insurance company, you need to take all this data into account. This is the only way to choose the best insurer, who will definitely pay the due compensation when an insured event occurs.

The Central Bank claims that last year 2.7 million people turned to insurers for compensation under compulsory motor liability insurance policies. But applying for payment does not mean receiving money; Last year, 3.4% of OSAG residents received refusals.

The Expert RA agency assigned the highest reliability rating to the Energogarant company - “A++” and the forecast for this rating is stable. It is noteworthy that when revising the rating of the oldest insurer in Russia, RAEX analysts raised it by two points at once - thereby highly appreciating the efforts of the management and team of Rosgosstrakh aimed at reducing loss ratios, diversifying assets and improving financial performance. “The company has done significant work to reduce unprofitability in its main areas of activity and the portfolio as a whole, which had a positive impact on increasing the rating level,” the rating agency said in its conclusion. According to the agency’s conclusion, as of December 31, 2018, Rosgosstrakh’s own funds increased by 19.7% compared to the previous year. The actual size of the solvency margin significantly - 2.6 times - exceeds the standard value. These indicators are assessed positively by RAEX analysts, as is the level of strategic support and risk management of the company.

The agency notes “the presence in the company of collegial bodies whose functions include risk management, as well as a separate division responsible for risk management.”

As before, the rating is positively influenced by the high diversification of Rosgosstrakh’s activities, both by type of insurance and geographically - the company is represented in 82 regions. The key sales channel remains the agency corps - through the network of insurance agents, the company received 43.7% of the collected insurance premiums.

Explaining the positive rating given to Rosgosstrakh, the oldest and most famous insurance company in Russia, AM Best analysts note a whole range of factors that they took into account. This, in particular, is the successful implementation of an anti-crisis program to reduce loss ratios in OSAGO, which in the last three years has consistently exceeded 100%, diversification of the insurance portfolio and clearing the balance sheet of problem assets.

“The implementation of these measures allowed the company, after three unprofitable years, to receive, according to preliminary data, its first annual profit in the amount of more than 6 billion rubles,” noted Nikolaus Frei, General Director of PJSC IC Rosgosstrakh, in this regard.

The assigned ratings mean that AM Best considers Rosgosstrakh’s balance sheet to be quite strong and stable. Analysts also took into account the conservatism of the investment portfolio, which has changed significantly over the past two years in terms of quality and diversification, including a reduction in the share of investments in related parties.

“The asset structure fully complies with the regulator’s requirements,” confirmed Nikolaus Frei. The agency also draws attention to the fact that the company’s connection with the Bank of Russia through its parent structure, Otkritie Bank, can have a positive impact on the company’s sustainability.

The agency positively assesses Rosgosstrakh's strategic development plan: “After three years of declining business volumes, the company plans significant growth in 2019-2021, expecting to achieve a market share of 14% in the non-life insurance segment. In addition, the company has a plan for serious growth in the life insurance segment based on the recently acquired specialized company for this purpose.”
