Consolidation of kindergartens and schools decree. Merging schools as a tool to get rid of good teachers

At a briefing held on April 16, 2015 by the Deputy Head of the Nizhny Novgorod Administration, Maria Kholkina, journalists were told in detail how kindergartens are being optimized, what will happen to Nizhny Novgorod schools, as well as additional education institutions.

First of all, Maria Mikhailovna introduced everyone to the following figures:

There are 561 educational institutions in the education system of Nizhny Novgorod. Of these, there are 186 schools, 339 kindergartens, the rest are additional education institutions: music schools, art schools, sports schools, etc. 111 thousand children study in schools, and 63 thousand attend kindergartens. In total - 174 thousand children.

Which schools and kindergartens are subject to merger?

As the deputy head of the administration of Nizhny Novgorod explained, we have such a geographical and historical reality that some schools are empty. For example, if in the 40s, 50s, 60s. the residential area in the Stankozavod area was rapidly developing - many people worked at the plant, a large number of children studied at school - but now, when production has decreased over the past 20 years, the microdistrict is dying out, there are not so many workers, schools are empty, kindergartens are empty, but the buildings are standing. What to do about it? This is where optimization is needed. But how widespread is the phenomenon of emptying schools in Nizhny Novgorod?

Maria Kholkina gave the following figures: in Nizhny Novgorod, out of 186 schools, one has up to 100 students, 12 schools have 100 to 200 students, another 12 schools have 200 to 300 students, 29 schools have 300 to 500 people, in 39 schools there are from 500 to 700, in 45 there are from 700 to 900, and in only 31 schools in the city there are students from 900 and above.

The economic effect, according to experts, is achieved in schools where more than 600 children study. If schools have fewer than 600 students, they are not yet called small, but they are those schools that are not economically sound. Why? Because the school building is designed for 1000 students, it needs to be maintained, in addition to teachers, it is necessary to maintain technical support staff: caretaker, mechanic, electrician, etc. But money for schools is now allocated according to the number of students! And in the classes of such a school, instead of the normative 25 people, for example, 17 or even 14 people study. And for such a number of students there must be a full complement of teachers in all subjects, who must be paid salaries from the same money. It is clear that the shortage of students in schools becomes economically ineffective.

“When we analyzed all this,” said Maria Mikhailovna, “we had some kind of explosion in September 2014. The directors did not expect such an economic effect. And it turned out that 231 million rubles were not enough for salaries in the city. This is great! Now that quite a lot of time has passed, the directors have understood everything - this is how the new system works. Now the director cannot afford a part-time head teacher who also conducts life safety for 4 hours a week. It turned out that when we began to study staffing schedules, such amazing distortions opened up for us! If the standard calculates that in a school’s staffing table 30% of administrative, technical, support staff is acceptable, and 70% should be teachers, then we saw that there are schools where this ratio is 50 to 50 and even 60 to 40. That is, what happened?

In accordance with the May 2012 Presidential Decree on salary increases, we are fighting to ensure that teachers have salary increases, and every year we increase them. I can say that in 2011 our average teacher’s salary was 13 thousand rubles, and already in 2014 it was 27 thousand rubles. Some have less, some have more, but the increase in teachers' salaries is quite noticeable. They feel it themselves. And if teachers complain that there is no growth, we sort it out. And it turns out that, for example, a physical education teacher has a workload of 11 hours a week. What kind of growth can we talk about here?”

Exactly the same story, as Maria Kholkina noted, has been happening to kindergartens since 2015, when per capita funding began. The maintenance of one child costs 63-65 thousand rubles. It is more than at school, because... here the food is different, the care is different, etc. And the problem with kindergartens is somewhat different. “25% of kindergartens in Nizhny Novgorod are 4-group. Only 4 groups! – explains the deputy head of administration. - But, should there be a manager? Must. There should be a methodologist, a housekeeper to issue linen, a janitor, a mechanic, a cook... That is, staff is needed, but there are only four groups. What to do? We need optimization!”

So what is optimization?

As Maria Kholkina explained, this is a necessary association at the level of legal entities. Since small schools and kindergartens cannot survive on their own, it means that two legal entities - two schools or a kindergarten - must be made into one.

“That is, we do not touch buildings, children, or teaching staff,” Maria Mikhailovna clarified. - The buildings are the same, the teachers are the same, we only work with paperwork. For example, we have kindergartens, as they say, “fence within fence” - two legal entities, each with its own director and entire staff. And we combine them into one, and we get one legal entity not with 4 groups, but with 8, but with one director or manager, one methodologist, etc., and they survive. None of the buildings are being moved anywhere! We work only with legal entities and documents. That is, they took institutions that were located nearby, so that it would be clear to both parents, children, and the teaching staff, and united them into one legal entity. The kindergarten number will have the same number as the kindergarten to which it is legally affiliated.”

Optimization of schools is as follows. For example, two schools are located 800 meters apart. Both schools are not full. When they are combined, it will be one legal entity, with one building housing the primary school and the other housing the secondary school. Thus, in addition to the economic effect, there will be another very important point - all schoolchildren will be able to study only in the first shift.

What will happen to the employees of the merged institutions?

The deputy head of the Nizhny Novgorod administration answered this question: “In this case, only those rates that are duplicated are subject to reduction. The cooks, for example, will remain - the cook will not run from one building to another. But why two janitors when he cleaned the same area in 4 hours and left? Or, what is a social educator? There are those who work little by little, say, 4 hours, in different places. Here we will also look at whether one or two social teachers are needed in united kindergartens - depending on the size of the population and what their workload is. Or a speech pathologist? He doesn’t work with every child in kindergarten. In addition, children in kindergarten have a strict regime, i.e. a speech pathologist does not work with children when they are learning, eating or sleeping. There is such a concept - unloaded.

What will happen to the managers? It is clear that if 4 kindergartens are united, as, for example, in the Avtozavodsky district, where preschool educational institutions No. 103, 36, 42 and 99 are united, then out of 4 heads we choose one that is young, promising, proactive, with there is every opportunity to develop this enterprise and then expand it with some interesting ideas: quotas, projects, etc. However, if we see that at 62 years old the manager will still give 40-year-olds a head start, then we say: stay, work and teach yourself a shift, pass on all your knowledge and skills. We are fighting to ensure that not a single valuable personnel leaves the education system. We do personal work.

Since September 2014, when it all began, 780 units have been excluded from the staffing table - these are those vacancies that were a dead burden, or some kind of part-time jobs. Not a single person was laid off, only positions were eliminated. This gave an economic effect of 78 million rubles.”

The resolution on the optimization of kindergartens was signed by the head of the administration of Nizhny Novgorod at the beginning of April, now informing everyone and legal work has begun: the charter must be rewritten, the newly formed institution must be registered, etc. The resolution on the optimization of schools is still being finalized.

In total, 29 Nizhny Novgorod schools, 69 kindergartens and 8 additional education organizations will be involved in optimization. Thus, out of 106 organizations involved in optimization, the output will be 54.

In recent years, the topic of reorganizing kindergartens and schools has become the most pressing. The reorganization process is the process of building a network of educational organizations and their branches, which should ensure equal access to educational services, efficient use of all resources and optimization of the management system. My experience will be of interest to heads of preschool education institutions.

In recent years, the topic of reorganizing kindergartens and schools has become the most pressing. The reorganization process is the process of building a network of educational organizations and their branches, which should ensure equal access to educational services, efficient use of all resources and optimization of the management system.

The main goal of the network changes is to help ensure the socially demanded level of accessibility and quality of education in combination with its economic efficiency.

The main direction of changing the network is the consolidation of legal entities through the reorganization of educational organizations in the form of joining schools or kindergartens, as a result of which they will continue to operate as branches or kindergartens at schools.

Two models have become widespread: a support kindergarten with branches in other localities and an educational complex “school-kindergarten” in one locality.

In our case, the kindergarten became a main one with 4 branches in other localities. At first, everyone was scared: me, as the head of the support kindergarten, and the employees of the reorganized institutions, and especially the parents of the pupils. Everyone was wondering: how? For what? Why? There are no reforms without difficulties. After all, reforms are carried out by people with their own characteristics of perception, vision of problems and understanding of ways to solve them. For some, reorganization provides an opportunity for development, combining creative conditions to solve common pedagogical problems. For others, it is a way of self-affirmation, defending their personal ambitions and interests.

Before the merger, the number of employees was 43 people. The kindergarten was visited by 215 pupils from 9 groups. Today, the united MBDOU has 13 groups, 315 students and 75 employees.

Together with the decree of the administration of the Romanovsky district “On reorganization”, we received a list of activities that were to be carried out as part of the reorganization. We started with general meetings of teams, parents and the public in each village. They talked about the upcoming changes and answered numerous questions. The bottom line is that no deterioration was expected. Children, and especially parents, were not directly affected by the reorganization. No one transferred the children or teachers anywhere; everyone remained in their places. There were questions from employees about layoffs. We explained that the reorganization does not imply such measures. As a result, each employee remained at his own workload, only the positions of kindergarten managers were reduced. A new position “Branch Manager” was introduced into the staffing table - 0.5 times the salary for each branch. She is appointed by order of the head of the institution and acts on the basis of a power of attorney, the issuance of which is mandatory.

What are the advantages of such a transformation?

  5. Pupils from the branches are included in all joint events that are held in our kindergarten, which is a powerful means of socialization.

One of the main disadvantages – managing a large country (in this case, an educational complex) is much more difficult than a small state (one kindergarten), and due to the territorial location of the branches (20-30 km) from each other, I, as a manager, do not have the opportunity to visit often their branches.

Try not to resist the changes that come into your life. Instead, let life live through you. And don't worry about it turning upside down. How do you know that the life you're used to is better than the one you're used to? will it come?


Corr. There are persistent rumors among the people about the merger of schools and kindergartens into educational centers. Is unification someone’s whim or is it inevitable?

A.M. Indeed, since this year, recommendations have come from the Ministry of Education and Science on conducting an analysis of ineffective educational institutions with their subsequent consolidation. In our case, reorganization means the process of joining (legally, documented) a preschool institution with the nearest secondary school. In this case, we are talking about a minimal reduction in personnel, but not about the liquidation of the institution. There are enough reasons for unification, but the main one is the reduction in the number of children in the countryside, despite programs to improve the demographic situation.

Corr. Bringing one educational institution under the jurisdiction of another - what is it? Does the unification process pursue global goals?

A.M. An educational organization that unites schools and kindergartens as structural units creates a single physical, cultural, and educational space in rural areas. The director of the complex makes all decisions on the development of education and financing within the entire complex; the departments are led by his deputies, who were previously heads of kindergartens. On the one hand, this is a merger of the budgets of the school and kindergarten with the possibility of using funds for the renovation of both buildings, and on the other, according to the Presidential Decree, the equalization of average wages and, ultimately, the enlargement of the team to effectively build dialogue in the professional sphere.

Corr. So, for small kindergartens without conditions that comply with SanPiNam, joining another kindergarten is really a way out?

A.M. The functioning of a small kindergarten under the “wing” of a larger preschool institution that meets all modern Sanitary Regulations is a chance not to close completely. An example of such a merger is the kindergarten in the village of Kovalevo, which in February 2013, in the light of optimization, was merged with the Sabarsky kindergarten “Rainbow”, and the Kiselevsky kindergarten, which merged with the Suksun “Malyshko”. Having received the financial opportunity to bring a single-group preschool institution to the standards of sanitary and epidemiological requirements, these rural kindergartens, as structural units, received licenses for educational activities, and now there are no complaints from the supervisory authorities.

A.M. Without a doubt. The unification process will not be immediate. This should be preceded by routine work in the form of a thorough analysis of the work of ineffective educational institutions. After this, the district leadership will go to a rural gathering of citizens of the territory in which the unification process will take place: the education law calls for taking into account the opinions of people during the reorganization. In addition, territorial affiliation is taken into account: only educational institutions located at a distance of no more than 500 meters from each other are united.

Corr. School + school - that's understandable. Are school and kindergarten different directions?

A.M. The educational complex school-kindergarten in Vaskino is from the same series. It was originally built as a single educational center in the village. Now all the residents of the surrounding villages are happy. Here the continuity of education is more clearly expressed, the opportunity to use, for example, the school gym and library. Or another example - Tisovskaya school. Currently it has two branches: Torgovishche Primary School-Garden and Agafonkovskaya School. The advantages of the merger are concrete - the preservation of educational institutions, the opportunity to bring the affiliated school into a state that complies with SanPiN, the use of a bus and other benefits of the “head” school. Undoubtedly, there are also disadvantages. For example, not all directors are ready for expanded powers. The load on the director of the complex increases, because managing a large country (in this case, an educational complex, including a preschool institution) is much more difficult than a small state (school), but you must first understand the benefits of unification.

In Moscow (and perhaps throughout the country, I don’t know for sure), the strangest possible experiment is taking place. This is called the unification of schools and kindergartens into something single. It seems like they call them educational centers now. It must be said that it is not just that a school is combined with a kindergarten, but schools are also linked to each other, i.e. There were two schools, but now they are called one school.

I can still understand the logic of a kindergarten that is attached to a school - they are giving out kids who now have only one way - only to the nearest school. And next to it there would be a factory, a military registration and enlistment office and a nursing home, so that the circle of life would be immediately outlined.

But I don’t understand the logic of joining one school to another at all. There are physically two different buildings. There are physically two different directors. There are children who prefer to go to one school or a second. There are children who like the atmosphere of one school or the other.
And then someone from above decides - no, we don’t want you to even have that choice. Now we will call these two buildings one school, they will have one director and one atmosphere. You, residents, will now have half as much choice. Oh no, four times less, because we will transfer the school atmosphere to two more kindergartens attached to the schools.

For some time they approached me with a rather simple and probably ordinary story by the standards of global events in the country. There is a teacher in Moscow. Her name is Soldatova Elena Zinovievna. Primary school teacher of the highest category, 14th category of ETS, diplomas from the department, diploma from the ministry, awarded a medal, veteran of labor, total teaching experience 38 years, experience in school 20 years. What is important is that her children have excellent academic records.

And Elena Zinovievna would probably still be teaching Moscow children if her school had not gotten involved in the unification. School 711 (where she worked) was annexed to school 1726. Now let’s take a break from this situation for a second and try to imagine such a merger in purely human terms.

You are the director of a school to which another has been added. You have your team, which you have known for a long time and with whom you have worked well. And there is a team that you got from your second school. If it suddenly comes to layoffs and layoffs, who will you cut first?

I think you already understand what this story is about. Elena Zinovievna suddenly finds out that she no longer has a class, it was “not recruited.” And the second primary school teacher from the same school gets a class, apparently only because the teacher from the school to which they were attached goes on maternity leave.
Soldatova is offered an extended day group, and a little later - a redundancy notice.

There were a number of other unpleasant moments in this story, but I don’t want to write about them, because... I think it’s already clear how tense and how such decisions can be framed. An important fact is that our heroine is not one of the timid ones. She always knew how to stand up for herself and even at one time left the formal trade union organization of her school on principle. Unfortunately, she has not yet joined the independent teachers' union - she is looking for contacts, she needs help now.

The whole story with unfilled classes is only possible in a situation where the director is not working to fill them. If the school were autonomous, of course the classes would be filled. But for the giant that turned out, why bother so much?

What is clear to me?
