Defense Minister Army General Sergei Shoigu held a conference call with the leadership of the Armed Forces

Today, at the National Defense Management Center of the Russian Federation, under the leadership of the head of the military department, Army General Sergei Shoigu, a regular conference call was held with the leadership of the Armed Forces.

The Minister of Defense brought up five issues for discussion.

The first concerned the increase in pay for military personnel, wages for civilian personnel of the Armed Forces and military pensions for citizens discharged from military service this year.

As Sergei Shoigu emphasized, the country's leadership pays great attention to this social aspect of the life of the army and navy.

At the initiative of the Ministry of Defense, the President of the Russian Federation decided, starting January 1 of this year, to annually index the salaries of military personnel by at least four percent for three years.

Also, since the beginning of the year, pensions for military pensioners and wages for civilian personnel have been increased by four percent. In 2018, the military department was allocated an additional 38.6 billion rubles for these purposes.

In addition, the Minister of Defense noted, work is underway to ensure that wages are not lower than salaries in leading sectors of the economy, to index military pensions above the inflation rate and to increase wages for certain categories of workers.

Deputy Minister of Defense Tatyana Shevtsova spoke about this in more detail when she made a report.

She informed that since 2012, military pensions have been increased by 39.1 percent. The average size of a military pension for length of service exceeds the size of the employees' insurance pension by 1.75 times and amounts to 24.6 thousand rubles.

“Thanks to the consistently carried out work of the Russian Ministry of Defense together with the State Duma and the Federation Council, in the absence of indexation of monetary allowances, from 2012 to 2017, decisions were made to annually increase military pensions at the rate of inflation,” the deputy minister clarified.

Tatyana Shevtsova also reported that, in addition to military pensions, from April 1, 2018, social pensions were indexed by 2.9 percent for such categories of pensioners as participants in the Great Patriotic War, disabled war veterans, combat veterans, and persons over 80 years of age.

Additionally, taking into account the merits of the older generation in the Great Victory, on April 5, 2018, the President of the Russian Federation decided to pay annually (and not just in anniversary years) a lump sum payment to disabled people and participants of the Great Patriotic War of 1941 - 1945 at the rate of 10 thousand rubles.

The Ministry of Defense actively participated in the preparation of the draft Decree of the President of the Russian Federation on this issue.

In accordance with this decision, in May - June 2018, more than 10,780 military pensioners will be provided with additional payments.

As a result of the targeted work of the Russian Ministry of Defense, in the context of reducing federal budget expenditures, it was possible to maintain and further increase budget allocations for socially significant issues.

Thus, for 2018, the Russian Ministry of Finance increased the expenses of the military department for providing subsidies to military personnel for the purchase or construction of residential premises (a new type of providing housing for military personnel) - 37,000 million rubles;

For compensation for renting (subletting) residential premises to military personnel - 1,574 million rubles;

To provide high-tech medical care to personnel of the Armed Forces - 946 million rubles.

This will allow, Tatyana Shevtsova emphasized, to further ensure the social security of military personnel.

Then the meeting reviewed the progress of placing the state defense order for 2018 and the planning period 2019-2020.

Sergei Shoigu said that the state defense order for the current year provides for the placement of more than 3,700 tasks worth about 1.5 trillion rubles.

Almost 70 percent of these funds, the Minister of Defense emphasized, will be used for serial purchases of modern weapons and military equipment.

“Taking into account the experience of implementing the state defense order over the past three years, this year we have ensured the extension of long-term obligations, reduced the time frame for conducting competitive procedures and signing contracts with the only contractors. These measures will help to significantly reduce the risks of untimely execution of state defense orders,” the Minister of Defense noted, adding that at the moment contracts have been concluded for an amount amounting to almost 85 percent of the total allocated funds.

“In general, the 2018 State Defense Order placement indicators are higher than last year. At the same time, there is not much time left until May 15, the date of completion of the contract, so the pace of placing the state defense order must be accelerated,” the head of the military department set the task.

The next item on the agenda was devoted to the implementation of government contracts in the interests of the Navy.

The Minister of Defense recalled that, as part of the implementation of the state weapons program, the construction, repair and maintenance of almost the entire range of warships and vessels is carried out by the United Shipbuilding Corporation.

In March, the company handed over a new logistics support vessel Elbrus to the fleet.

In April, the first serial base minesweeper of Project 12700, Ivan Antonov, was launched.

By the end of the year, sailors will receive six more built and four repaired ships.

The conference call also discussed steps to improve the personnel training system for the engineering troops of the Armed Forces.

Currently, two universities are training specialists in this field.

At the Combined Arms Academy (Military Institute (Engineering Troops), 52 people are studying in the master's program. At the Tyumen Higher Military Engineering Command School, 1,175 people are training in the higher education program (specialty) and 135 students are receiving secondary vocational education.

“Strong teaching staff and a high level of acquired knowledge attract more and more foreign students to these educational institutions. Currently, representatives of 30 countries are studying at the Tyumen School, and nine are studying at the Combined Arms Academy,” the Minister of Defense noted and proposed assessing the possibility of optimizing the system of training specialists for engineering troops.

In addition, the meeting participants examined how housing is provided for military personnel within the framework of the savings-mortgage system.

Sergei Shoigu emphasized that this form of purchasing housing is gaining popularity among personnel.

Since 2012, the number of participants in the savings and mortgage system in the Armed Forces has increased 2.5 times and now exceeds 216 thousand people.

For example, last year, out of 23 thousand military personnel who received housing, 13 thousand took advantage of a mortgage.

“As we can see, overall the system works well. In order for it not to fail, it is important to strictly observe the deadlines for military units to submit the necessary documents to housing authorities,” noted the Minister of Defense, who proposed to hear how to improve this work.

In addition to the agenda, Sergei Shoigu drew the attention of the meeting participants to another important event. It directly concerned the area related to the training of military personnel.

The Minister of Defense reported that the fourth international cadet Olympiad in foreign language, mathematics, military history and computer science was held in Armenia, Kazakhstan, Belarus and Russia.

“It is pleasant to note that our guys became winners in all subjects,” the head of the military department noted with satisfaction.

Sergei Shoigu explained that this year, for the first time, “professionals” - future translators - competed in knowledge of a foreign language and computer science
and "IT people".

“And here our teams were the first,” the Minister of Defense emphasized.

He said that starting next year it is planned to hold international Olympiads among Suvorov, Nakhimov and cadet students. This proposal was supported by the defense ministers of Armenia, Kazakhstan and Belarus.

“I ask the Main Personnel Directorate to continue working in this area with the countries of the Commonwealth and to report on the results at the next meeting of the Council of Defense Ministers of the CIS member states,” instructed the Minister of Defense.

Sergei Shoigu also recalled that there is less than a week left until the most important and revered holiday in Russia - Victory Day. Preparations for the military parade are in full swing.

Traditionally, it will feature promising models of weapons and military equipment.

These include the TOR-M2 anti-aircraft missile systems, Terminator combat vehicles, Uran-6 and Uran-9 robotic systems, modern drones, army all-terrain vehicles and snowmobiles.

The aviation component of the holiday, in addition to modern Su-57, Su-30SM and MIG-29SMT aircraft, will feature modernized MiG-31K equipped with the latest hypersonic missile system “Dagger”.

The Minister of Defense announced that the second night training of parade crews will take place today. The dress rehearsal will take place on May 6.

The head of the Ministry of Defense drew attention to the need to comply with safety measures and operating rules for equipment during these events.

Recently, at conference calls, there has been constant talk about the interaction of the military department with the regions in resolving social issues of military personnel and members of their families as part of the implementation of the instructions of the Supreme Commander-in-Chief.

It was the same this time. The meeting was attended by leaders of three regions - the Sakhalin region, the Republic of Crimea and the Republic of Khakassia.

The head of Crimea, Sergei Aksenov, said that there is a steady trend in the region towards improving social conditions for members of military families.

“In general, in 2018 the problem of military children will be completely resolved,” he emphasized.

As for the thematic part of the meeting, five issues were considered.

The first concerned the Poliment-Redut shipborne anti-aircraft missile system.

According to the Minister of Defense, “its capabilities make it possible to destroy any existing and future air attack weapons.”

During state tests in the Northern Fleet, more than 10 launches of these missiles were carried out against various types of targets.

Sergei Shoigu proposed discussing their results and proposals for further development of the system.

Then the progress in fulfilling the state defense order for the creation of the Angara heavy-class space rocket system was reviewed.

“The timely expansion of the orbital constellation of dual-use and military spacecraft directly depends on the successful implementation of this project. Therefore, the implementation of this task is under the constant control of the Ministry of Defense,” said the head of the military department.

Also, special attention was paid to the issue related to the development of the Il-76MD-90A heavy military transport aircraft and the creation of a modern refueling aircraft on its basis.

The Minister of Defense announced that state tests of a prototype military transport aircraft are being completed.

A prototype of the tanker aircraft will be manufactured in the first quarter of 2019.

In addition, the meeting summed up the results of the Ocean Shield exercise, which took place in early September in the Mediterranean Sea.

“It was the first time in the modern history of the country that such an event was held at such a distance from Russian borders,” noted Sergei Shoigu.

During the exercise, issues of preparing and conducting combat operations of an interspecific group of forces and troops were worked out.

The ships of the Northern and Baltic fleets made the transition over a distance of more than 4,500 miles.

The ships of the Caspian Flotilla passed through the Volga-Don Canal and the Black Sea Straits from the Caspian Sea.

Naval aviation aircraft flew from northern, Baltic and Crimean airfields to the Khmeimim base, covering more than 5,000 kilometers.

The Tu-160 strategic missile carriers, A-50 radar surveillance and guidance aircraft systems, as well as Il-78 refueling aircraft of the Aerospace Forces were involved in the exercise.

A large inter-naval group of the Navy was created in the Mediterranean Sea, capable of autonomously solving a wide range of tasks taking into account the changing situation.

The exercise was controlled by the Main Command of the Navy from a control center in St. Petersburg and an auxiliary control point in the Syrian port of Tartus.

As the Minister of Defense emphasized, “during the event, the latest tactics and methods of action of naval forces and aviation were tested,” adding that now such exercises will be held on an ongoing basis.

Another issue on the agenda concerned the readiness of the barracks-housing stock and public utility facilities for operation in the winter season.

As part of the event, it is planned to launch photo exhibitions about those parts of the country where military personnel serve, and there will be meetings with geographers, travelers and other interesting people.

“We have already spoken more than once about the importance of geographical knowledge, but it is no less important to know our native history. Especially now, when we are increasingly faced with attempts to falsify it. Therefore, the Ministry of Defense is considering the issue of conducting military-historical dictations in the Armed Forces, which will help preserve the truth about military events that are significant for the country,” the Minister of Defense announced about a new important initiative.

The meeting also discussed the activities of the Ministry of Defense in cantonment and arrangement.

As Sergei Shoigu reported, “since the beginning of the year, 100% of the funds allocated for housing subsidies for military personnel have been sold. As a result, 5,500 families received permanent housing.

The plan to provide military personnel with service housing has been fully implemented. 31 thousand 200 people received it.

The military construction complex commissioned 2,308 buildings and structures, which is 72% more than last year.

At the same time, the emphasis, as the Minister of Defense emphasized, was placed on the creation of military infrastructure facilities that affect the combat power of the Armed Forces, primarily the nuclear deterrent forces.

Much attention was still paid to the creation of the Military Innovation Technopolis "ERA", the first stage of construction of which is nearing completion.

According to the Minister of Defense, it is planned to hold a visiting meeting of the Board of the Ministry of Defense there in November.

The obligatory topic of the conference calls is the interaction of the military department with the regional leadership in solving social problems of military personnel and members of their families, as well as issues related to the development of the Youth Army movement.

This time, the head of the Republic of Adygea Murat Kumpilov, deputy governor of the Voronezh region Vitaly Shabalatov, and governor of the Ulyanovsk region Sergei Morozov were heard.

According to him, there are also no problems with employment of members of military families.

According to Vitaly Shabalatov, all children of military personnel serving in the region are also provided with places in kindergartens and schools.

“In order to better resolve this issue, more than 2 million rubles were allocated in 2018 for the construction of one of the kindergartens,” he said. The deputy head of the region noted that there are also no unresolved issues with employment, and families of military personnel are provided with all measures of support.

Sergei Morozov also reported that as of November 1, all children of military personnel have been provided with places in kindergartens and schools, and there are no people in need of employment.

Sergei Shoigu expressed hope that social guarantees for military personnel in these regions will continue to be implemented in full.

Also, Murat Kumpilov, Vitaly Shabalatov and Sergei Morozov informed the Minister of Defense about the development of the Youth Army movement and the creation of patriotic cultural and recreation parks locally.

“This year we started a lot of work on sports and health camps. We have created more than one and a half thousand of them throughout the country during the summer season. We hope that their number will constantly increase,” Sergei Shoigu outlined the immediate future.

In addition, the Minister of Defense instructed the commander of the Airborne Forces, Colonel General Andrei Serdyukov, to provide assistance to the Vasily Margelov patriotic park under construction in Ulyanovsk.

June 30. Today, at the National Defense Management Center of the country, under the leadership of the head of the military department, Army General Sergei Shoigu, another conference call was held with the leadership of the Armed Forces.

The Minister of Defense began his work with an analysis of the situation in the Syrian Arab Republic.

He noted that over the past month, Syrian government troops and militia units, with the support of the Russian Aerospace Forces, have been developing success in the northeast of Aleppo province, in the Palmyra region and in southern Syria. They are actively moving along the Syrian-Jordanian border and the border with Iraq.

In June alone, 69 settlements and 12,177 square kilometers of territory were liberated from militants.

The cessation of hostilities continues to be maintained.

To date, 228 armed opposition units have joined the regime.

In June, agreements to join the reconciliation were signed with representatives of 329 settlements, the total number of which is 1864.

After the signing of the Memorandum on the creation of de-escalation zones in the Syrian Arab Republic, the number of violations of the cessation of hostilities regime decreased significantly.

At the same time, the Minister of Defense drew attention to the fact that “at the same time, the provocations of the US-led coalition forces contribute to the expansion of the activities of terrorist organizations in Syria.”

“After US aircraft shot down a Syrian plane in the Rusafe area? in the south of Raqqa province, the Ministry of Defense of the Russian Federation has ceased contacts with the American side within the framework of the Memorandum on preventing incidents and ensuring the safety of aviation flights,” Sergei Shoigu emphasized and said that the coalition’s actions are currently limited to strictly agreed zones in the Al-Tanf area in southern Syria and east of the Euphrates River.

“We note that our American colleagues operate within these zones. So far, no violations have been recorded,” stated the head of the Russian military department.

“To significantly reduce military activity and violence in the Syrian Arab Republic, preparations are underway for the 5th international meeting on Syria in Astana, which will take place on July 4–5. Currently, together with Iran and Turkey, we are completing the development of documents defining the boundaries of the de-escalation zones, the procedure for their control and functioning,” the Minister of Defense said, adding that during the negotiations in Astana it is also planned to discuss the creation of the Syrian National Reconciliation Committee.

The head of the military department emphasized that the Syrian experience is being generalized and implemented as part of the training of military command and control bodies and troops.

For these purposes, large-scale training sessions were held in February with the leadership of the Armed Forces at the operational-strategic level.

“The next step, as Sergei Shoigu noted, will be an operational gathering with the involvement of formation commanders and formation commanders, planned for July.”

During it, the main approaches to training tactical groups, formations and subunits will be demonstrated at the training grounds, including the use of modern training tools and training complexes.

In addition, it is planned to conduct a series of exercises, which will show various options and methods of action for troops.
